It was provided that the electors should meet and cast their votes for president and vice-president on the first Wednesday In February and that the new congrea should assemble on th first Wednes day ln March. The fact that this latter date 4iappened to fall on March fixed the data which was subsequently chosen as T th mil stun for all succeeding admin istration. It must be remembered that the elec toral oolleg operated .on a different theory. In th campaign of 1746 than It doe today. The elector did not vole for a party combination of prcaident and vice-president. On the contrary, they took but a single ballot and the man with the highest vote became pres ident and the man with the vond vote benme vlce-prealdent. There wa little competition, how. ever, for first place because th new born states recognised that tha hand which hail rocked the cradle of' the re. fiubllo was the hand to guide It through ts childhood. Accordingly when elect ors met at their various state capitals tn February, Washington was the only man thought of for president. It waa well understood he preferred to spend his remaining days on his estate at Mt. , Vernon. But' the electors, knowing that with him personal consideration were never allowed to outweigh puhllo . obligations, unanimously chose him e resident and he rormatiy accepted, 'nder th constitution a It then stoml. John Adams, who received th . next highest vote to Washington, waa elected vice-president. Without any party machinery for nomination or campaign, without the collection of a nanny for a campaign fund or the speech of a ' single orator, tn new repumic chose un first president and vice-president with an' unanimity which was the nation's greatest prophecy of future growth and strength.
