Huys Tlmt Outside Packer Have Declared They Will Cut Profits to Zero. In an artlHe with a New York date line the New York Commercial pHnta the following, the Inspiration for which evidently came from this section of the country: "A bitter war has already begun be tween the Columbia River Packers As sociation and the outalde packers, and no one In the trade can tell what the outcome will be, It seems absolutely certa'n, however, that one result of the light will b low prioea on canned chl nook salmon. In fact, price of 11.50. 11.65 and t5 cents, retectlvely on tails, (lata and half-pound, have already been named by one of the smaller pac k era opposed to the association, and there appear to be every llkcllh'iod that the more Important of the other outsider will make no higher quotations. On a basis of $1.60 for tails well-Informed salmon men declare the combine would not b able to jack goods at a profit. "The light on the river this year was precipitated by the action of the Co lumbia River Packers Association In trying to get a bill through the Oregon legislature making the use of fish wheels Illegal. The canneries operating these llsh-wheel are l-atd on the up per Columbia, and, by reison of these devices, the up-river packers are able to secure their flah at comparatively alight rout, while the association I com pelled to pay a high cost per pound for the flNh It uses for canning. The principal motive of the association, however. In seeking to have the wneels legislated out of exlHtenre, according to one of the btt Informed salmon men In this city, was to Injure one of the leading outalde packer on the river, woo Is also extensively interested n the frozen milmon buMne!a. "TMs outside canner, according to the Commercial's informant, has now deter mined M retaliate, to the utmost extent of his power, and has virtually declared that he will drive th? Columbia River I'ark'T iiKs-la-)n out of bualnesa. Having a cannery up the river depend ing for its supply of fluh on a fifh whee. and also being a. buyer of raw hsh In the op-n market for freezing, this salmon man. It would seem, enjoy a peculiar advantage over the associa tion In .he struggle now opening. It la bellevej to le nis Intention not only to make a very low price on canned wil moil, a price at which the combine can not prjfltably pack at the present cost of raw fish, but also to bid up the price of the raw irticltr, which will cause the assoctitlon a very much heav ier kiss. "Kverdlng & Farrtd, ownet of the Pillar Rock Company, who have made the $1.10. $1.65 and 5c prices, are under stood to stand very close to the large outalde packer referred to, and It Is the theory of some In the Men York trade that these figures are put out entirely as a "feeder" In the Interest of the big outside packer who is gunning for the -'o.nblne. The latter, accrdlng to the commercial's information, corneal pl.ttes even lower prices than those named; namely, $1.50 for both tails ard flat, f. o. b. Coast. Other reports say there will be a difference of ac between the tall and the flat cans. "All the outside canners, 'particularly those operating flsh-wheels. apparently are agreed to wi?e a bitter war against the aocla(lon. One well known canner write to the Commercial to say that 'there will be no let-up In the fight until such time as the oombln? disap pears from the river. It, Is going to be a Hunt to the finish.' " DECLINE OF SALMON. Expert Tells Why Alaska Streams Ate Depleted. Preparations are now In progress for a trip of the United States Fish Com mission steamer Albatrusa to Alaska, for the purpose of completing a canvass of the salmon streams and salmon In dustry of that country that was begun In 1897. The expedition will be in charge of Commander Moser, who n ade the Initial Journey, In company with A. Agassii, and who discovered the cause of the great decline in tbe output of salmon In the streams, which while now yielding more than $3,000,000, Is threat ened with ultimate extlndon. Commander Moger has collected a GRERTSPEGIflLSALE OF Chinaware, Crockery, Glassware, Lamps, Jardineres and Jugs, Novelties, Bisque Ware, Agateware, Silverware and Cutlery, Fisli Sets, Game Sets, Dinner Sets, PRICES CUT 20 to 33 per cent Come Just to See OUR IffifllENSE STOGK OUR LOW PRICES WILL SURPRISE YOu Great 671 Commercial Street. Astoria, vast amount of blatorlcal. geograph ical and biological data of present In terest and value, and, In speaking of tbe decline, says: "The output of salmon for a single year in 1897 was about 43,600,000 cans, so one 3es tun wonder that the streams of Alaska are becom ing depleted. This depletion, already aerlou. la caused not by overfishing alone, but by 'barricading,' a process in atltuted before the acquisition of Alas ka by the United Htates, an mejns whereby the flah are actually prevented from ascending the streams to spawn, and are compelled to remain practical ly Impounded In the lower water awaiting the pleasure of the packers. Althouarh this practice I punishable by heavy fine and Imprisonment, the lawa are not enforced. The larger part of the canned red flah, the choicest of the pack, goes to Bngland, where It i greatly appreciated by the trade." Irepa rations for the Journey of the Albatross will not be completed until about May 1, when the start will be made for Alaska, This work, as well a. much eise of Importance, Is delayed by the backward spring, which Inter fere with the hatching of shad and other fish, even as far south as South Carolina. It is expected by the com mission tint this trip of the Albatross will finish the work outlined for Alas ka's salmon flsheriea. and that the in dustry will be so greatly Increased and developed a to be an Important fac tor In the revenue of Alaska.
