sociation and the outalde packers, and
no one In the trade can tell what the
outcome will be, It seems absolutely
certa'n, however, that one result of the

nook salmon. In fact, price of 11.50.
11.65 and t5 cents, retectlvely on tails,
(lata and half-pound, have already
been named by one of the smaller pac k
era opposed to the association, and there
appear to be every llkcllh'iod that the
more Important of the other outsider
will make no higher quotations. On a
basis of $1.60 for tails well-Informed
salmon men declare the combine would
not b able to jack goods at a profit.
"The light on the river this year was
precipitated by the action of the Co
lumbia River Packers Association In
trying to get a bill through the Oregon
legislature making the use of fish
wheels Illegal. The canneries operating
these llsh-wheel are l-atd on the up
per Columbia, and, by reison of these
devices, the up-river packers are able
to secure their flah at comparatively
alight rout, while the association I com
pelled to pay a high cost per pound
for the flNh It uses for canning. The
principal motive of the association,
however. In seeking to have the wneels
legislated out of exlHtenre, according

leading outalde packer on the river,

to make a very low price on canned

can not prjfltably pack at the present
cost of raw fish, but also to bid up the
price of the raw irticltr, which will
cause the assoctitlon a very much heav

"Kverdlng & Farrtd, ownet of the
Pillar Rock Company, who have made
the $1.10. $1.65 and 5c prices, are under
stood to stand very close to the large
outalde packer referred to, and It Is the
theory of some In the Men York trade
that these figures are put out entirely
as a "feeder" In the Interest of the
big outside packer who is gunning for
the -'o.nblne. The latter, accrdlng to
the commercial's information, corneal
pl.ttes even lower prices than those
named; namely, $1.50 for both tails ard
flat, f. o. b. Coast. Other reports say
there will be a difference of ac between
the tall and the flat cans.
"All the outside canners, 'particularly
those operating flsh-wheels. apparently
are agreed to wi?e a bitter war against
the aocla(lon. One well known canner
write to the Commercial to say that
'there will be no let-up In the fight
until such time as the oombln? disap
pears from the river. It, Is going to be
a Hunt to the finish.' "
DECLINE OF SALMON.
Expert Tells Why Alaska Streams Ate
Depleted.
Preparations are now In progress for
a trip of the United States Fish Com
mission steamer Albatrusa to Alaska,
for the purpose of completing a canvass
of the salmon streams and salmon In
dustry of that country that was begun
In 1897. The expedition will be in
charge of Commander Moser, who n ade
the Initial Journey, In company with A.
Agassii, and who discovered the cause
of the great decline in tbe output of
salmon In the streams, which while now
yielding more than $3,000,000, Is threat
ened with ultimate extlndon.
