The reform party of China, of which the emperor is the head, was introducing many radical reforms with a view to the modernization of China, when Emperor Kwang Hsu was deoosed by the empress dowager and the other Manchu reactionists, and the leaders of the reform movement were either beheaded or driven Into exile. It is currently reported and generally believed that the deposed emperor ap pealed to England for her assistance but she decided that discretion was the bet ter part of valor and refused to take part in the controversy or in any way assist the rightful ruler of China in the recovery of his throne. This, it is now reported. Japan has decided to do. The result must be the expulsion of the Manchu tyrants, the restoration of the throne of China to the Chinese people and the Immediate establishment of re forms which will put China by the side or ahead of Japan in civilization and power. The effect of such a movement upon the Western nations cannot but be far-reaching. Whether it will prove a menace or a benefit to us is a de batable question but one which it is im possible to accurately solve at this ear ly stage of events.
