(The democrat. Foreign Parentage Statistics. The census bulletin on foreign parentage is an unnsua'ly interesting doenment. It shows that tbe percentage of citisensof foreign parentage has Increased. In 1870 10,892,960 or 28.25 per cent of the 38,558,- 1 people of the country were of foreign extraction. In 1880 tha percentage hud grown to 29.75 and in 1890 to 33.02. In the last census tbee appear 20.676;048 people of foreign parentage out of a total of 62,622,250. The largest proportionate number of this foreign element Is in the North Atlantic and the far West In the first it is 47.21 per cent of the whole and in the last 48 67. The South has the smallest proportion, 6.02 per cent in the South Atlantic division and 7.59 in the South Central dWUlon. The North Central division the middle Wajt has 43.02 per cent. Of the States and Territories Arizona has the largest percentage, 70.06. Then follow in order Viconln, 63 06; Utah, 68.01; Minnesota, 64.91$; Idsho. 62.04; Nevada, 59.11; California, 57.74; Wyom ing, 54.84; Dakota, 51.61; New York, 50.78. More than half of these persons of for eign narentice are themselves native. Of the total number of whites of this general clam 18.37 rer cent of the aggregate pop ulation were bora here and 14.40 per cent were born abroad. The white people of foreign parentage in New York City con stitute 80.21 pir cent of population. Of this 38.42 per cent are natives and 41.79 per cent foreign born. In Fall River, Mara., this foreign element is 82.71 per cent of tbe population; in Lawrence, ?9 83 per cent; in Manchester, N H. 69.04; Fatereon. N J, 73 75 per cent; Troy, 63.34 per cent; Chicago, 77.90 per cent; Brooklyn, 71.04 percent; Milwaukee, 8636 pef cent. Of the various nationalities the Germans make np the largest part. Next come the Irish. These nationalities constitute re spectively 33.39 and 23.94 per cent oi the who'-e population oi this kind . The Eng lish come third with 9.37 per cent. Tbe Scandinavians fallow with 7.49 percent. What are sometimes called tbe dangerous races come last-the Bohemians with 1.05 per cent, the Hungarians with 35-100 of one rer cent, the Italians with 1 .21 per cent, and the Russians with 1 .24 per ceat In New York City the Germans contrib ute 35.04 per cent of the foreign population. the Irish 33 73 per cent, tbe English 4.3S per cent, be Scotch 1.59 pet cent, the Ital ian 4 52 per cent, the Russians 5 68 per cent, the nungariana 1.26 percent, the French 1.2S per cent. Tbe Irish are fewer than tbe Germans in all the great cities except Borfoa and Philadelphia. In Boston they constitute 53 39percsnt of the foreign population, and in Philadelphia 44.15 per cent. From these figures it will be seen that the foreign population tends to the ci ies and to the cheap lands or the mine of the West, and to the North ratbsr than tbe Soath.and that it i well to wait for figures and fjc Wore being scared by what looks like a fljod of unwholesome immigrants. Salem Post, By one wbo claims to know, we are told that a great deal of senatorial scberair.g and wire pulling is going on throughout the state. If the opposition to Mr Dolpb 1 should solidify and make a fight it would ! be highly interesting. The threat of the Oregonian to rule every republican out of the party wbo believes in tbe free coinage of silver has aroused tbe ire of these men and they may yet develop a fight of resist ance ai-d resentment. ' The Preildnt"favnest!y recommends fie ships, and ha has abundsat reason for tbe recommendation. When ships were frce.ss fsr bsck at 1843 the tonnage of registered American vesitli was 1,009,305. In 1S61 thU had increased to 1.641,68 tons but In 1894 It wsa only 916,180 tons. In 1893 the American ton- nsge was 899,803. This was the lowest point reached since 1SS9, when the regis tared tonnage ofthe country was 834,345, In 1S61 the total merchant marine, in eluding the coasting trade, bad a tonnsgs 0(5,539.813. In. 1894 this hid fallen to a tonnage 0(4,684,039. The toss hsdbcen in vessels encaged io foreign commerce, (or tbe tonnage oi the coasting trsda ha increased In 1S37 vessels of 285,453 tons w:re built on the American seaboard. In 1804 the tonnage oi the vessels built on oar teacoatt was only Sj,u99 In 1S46 loo (hip and bark were built in the United States and 215 steam vessels In IS57 151 ships and barks and 27s stesm vessels were built tn the country. In 1 886 aad tbe years following the ship and barks built numbered ss lollowst 18S6, 8; 1S87 7; iSSS, 4 ; 18S9, 1 ; 1890, to; 1S94 j. The buCdlng of steam veseIs,almost exclusively for coasting trade, increased until in 1682 533 were bui't. In 1891 a subsidy was granted ta encourage the building oi ocean steamships. In that year 41 steam vead wete built. In 1841 onlr 293 sUsm ves sels were built in the country. These are some of the argument for free ships as opposed to subsidies. An Extra Session. A fortnight ago The World suggested that it would be well io ca!l tbe next Con gress together in extra session on tbe 5tb of March. The report In Washington that tbe President baa intimated a purpose to convene tbe new Congress, In case no sat isfactory currency bill shall be passed st the present session, is not confirm!, but It may very well be true. There is one sound general reason and several special reasons why such a call would be in order. It is an anachronism that a new Congress does not meet until more than a year after its election. In a government of the peop'e tbe will of the people should be given effect as quickly a posslb'e.- A delay that was netesssuy be fore ike days of railroads and tbe telegraph is out of date now. England is much more skmocratte than this country hi respon siveae to the popular verdict. While the law fixes tbe time of meeting is the December of the year following the election, it would be manifestly improper for (he President to alter it, in ordinary circamsUcoea, by the ne of bis authority to call an extraordinary session. But in an emergency the President may and sbsu'J convene Congress) in this way. It would hare been far better for tbe country and for the Democratic party if Mr Cleveland bad called the extra session last year in March, aa Tbe World nrged. Instead of In August. If no law for tbe protection of the Treas ury and the reform of the currency shall be passed this winter an extraordinary emer gency will exist, and it will be the doty of the President to call tbe new Congress to gether. In addition Io this, the country wants to know, and has t right io know before the elections ef next year, what the policy of the Republicans i to be. They cannot be permitted, alter obtaining o trol of the House, to go to leep for a year as some of their too crafty leaders propose, and blind tbe people t their parposee, M tbey dUl in 18S6. An extra sesion of "be Fiftj-foarth Congress is clearly among the probabilities. New YorkWcrJ. Popular Science. 1 be mole is cot blind S many persons sapposo. This week tbe committee will grant hearings to a number of prominent financiers, beginning t) with Secretary Carlisle. Tbe idea is to get tbe bill report ed before the recess, so that it can be fully diccussed by tbe , public before tbe reas seoiblinrr of Congress. The democratic Senators wisely conclud ed to ignore what they could not agree up on and Instructed the s'eerinf cemmittre to srrange an order of business to cover the following; a bankruptcy bill; bills for tbe admission of Arixona aad New Mexico; Nicaragua Csnsl bill, and a bill Involving tbe interests of Indian Territory, leaving tbe question of precedence to the dicre- tion of the steering committee.
