Foreign Parentage Statistics.
The census bulletin on foreign parentage
is an unnsua'ly interesting doenment. It
shows that tbe percentage of citisensof
foreign parentage has Increased. In 1870
10,892,960 or 28.25 per cent of the 38,558,-
1 people of the country were of foreign
extraction. In 1880 tha percentage hud
grown to 29.75 and in 1890 to 33.02. In
the last census tbee appear 20.676;048
people of foreign parentage out of a total of
62,622,250.
The largest proportionate number of this
foreign element Is in the North Atlantic
and the far West In the first it is 47.21
per cent of the whole and in the last 48 67.
The South has the smallest proportion,
6.02 per cent in the South Atlantic division
and 7.59 in the South Central dWUlon.
The North Central division the middle
Wajt has 43.02 per cent.
Of the States and Territories Arizona
has the largest percentage, 70.06. Then
follow in order Viconln, 63 06; Utah,
68.01; Minnesota, 64.91$; Idsho. 62.04;
Nevada, 59.11; California, 57.74; Wyom
ing, 54.84; Dakota, 51.61; New York,
50.78.
More than half of these persons of for
eign narentice are themselves native. Of
the total number of whites of this general
clam 18.37 rer cent of the aggregate pop
ulation were bora here and 14.40 per cent
were born abroad. The white people of
foreign parentage in New York City con
stitute 80.21 pir cent of population. Of
this 38.42 per cent are natives and 41.79
per cent foreign born.
In Fall River, Mara., this foreign element
is 82.71 per cent of tbe population; in
Lawrence, ?9 83 per cent; in Manchester,
N H. 69.04; Fatereon. N J, 73 75 per cent;
Troy, 63.34 per cent; Chicago, 77.90 per
cent; Brooklyn, 71.04 percent; Milwaukee,
8636 pef cent.
Of the various nationalities the Germans
make np the largest part. Next come the
Irish. These nationalities constitute re
spectively 33.39 and 23.94 per cent oi the
who'-e population oi this kind . The Eng
lish come third with 9.37 per cent. Tbe
Scandinavians fallow with 7.49 percent.
What are sometimes called tbe dangerous
races come last-the Bohemians with 1.05
per cent, the Hungarians with 35-100 of
one rer cent, the Italians with 1 .21 per
cent, and the Russians with 1 .24 per ceat
In New York City the Germans contrib
ute 35.04 per cent of the foreign population.

Tbe Irish are fewer than tbe Germans in

53 39percsnt of the foreign population,
and in Philadelphia 44.15 per cent.
From these figures it will be seen that
the foreign population tends to the ci ies
and to the cheap lands or the mine of the
West, and to the North ratbsr than tbe
Soath.and that it i well to wait for figures

like a fljod of unwholesome immigrants.

An Extra Session.
A fortnight ago The World suggested
that it would be well io ca!l tbe next Con
gress together in extra session on tbe 5tb
of March. The report In Washington that
tbe President baa intimated a purpose to
convene tbe new Congress, In case no sat
isfactory currency bill shall be passed st
the present session, is not confirm!, but It
may very well be true.
There is one sound general reason and
several special reasons why such a call
would be in order. It is an anachronism
that a new Congress does not meet until
more than a year after its election. In a
government of the peop'e tbe will of the
people should be given effect as quickly a
posslb'e.- A delay that was netesssuy be
fore ike days of railroads and tbe telegraph
is out of date now. England is much more
skmocratte than this country hi respon
siveae to the popular verdict.
While the law fixes tbe time of meeting
is the December of the year following the
election, it would be manifestly improper

to call an extraordinary session. But in

ping out a partial program of legislation

general consont of tbe party in pushing tbe
Fithinn free ship bill and the to appro
priation bills, pensions snd fortifications,
which have been reported. Tbe railroad
pooling bill, now before tbe Uoose, isn't
regarded as a political measure.
Tbe democrats of tbe House committee
on Banking and Currency,-wbo were hope
lessly at sea during tbe last session, bave
announced their Intention to report a cur
rency bill before the holiday recess, and it
is an open secret that it will be very nar to
the reuomtnsndatior.t made by Secretary
Carlisle and endorsed bg President deve
lsnd's message an extention of national
bank currency and an authorisation o
State bank currency under proper safe
guard. This week tbe committee will
grant hearings to a number of prominent
financiers, beginning t) with Secretary
Carlisle. Tbe idea is to get tbe bill report
ed before the recess, so that it can be fully

The democratic Senators wisely conclud
ed to ignore what they could not agree up
