The City’s intent is to define, in the HCP, a set of c o m m itm e n ts to d e m o n s tra te E n d an ge re d S p e c ie s Act compliance. The HCP will also address water temperature issues regulated under the Clean Water Act as part of the Sandy Basin Total Maximum Daily Load and water quality management plan. The EIS will provide the National Environm ental Policy Act documentation needed by the federal agencies to approve the HCP. The City anticipates that NOAA Fisheries and U.S. Fish and Wildlife Service will collaborate to fill the federal lead agency role. The evaluation process will occur in three phases: SOQ, proposal, and interview. The SOQ, will be evaluated by selection committee in accordance with Chapter 5.68 of the City Code and up to five firms will then be invited to submit proposals. After proposal review, some or all of the five firms will be invited for an interview. The final selected firm will enter into a not-to-exceed professional services contract with the City. An optional pre-proposal conference will be held to receive questions regarding this request for qualifications at 10 to 11:30 am September 19, 2002. The meeting will be held at the 2nd Floor Auditorium of the Portland Building, 1120 SW Fifth Avenue, Portland, OR. A complete description of the project, specific requirements and evaluation criteria for the SOQ’s may be obtained from the Portland Water Bureau, Attn Kate Leather-barrow, 1120 SW Fifth Ave., Suite 600, Portland, OR 97202, 503-823-5351. SOQ's will be accepted at that office until 4:00 p.m., October 4, 2002. Consultants shall be required to conform to the City MBE/ WBE and Equal Employment opportunity Programs.
