The City of Portland Bureau of Water Works, requests Statements
of Qualifications (SQQ’s) from qualified consultants to prepare a
habitat conservation plan and environmental impact statement
for Endangered Species Act-listed salmonids and associated
aquatic species. The City’s intent is to define, in the HCP, a set of
c o m m itm e n ts to d e m o n s tra te E n d an ge re d S p e c ie s Act
compliance. The HCP will also address water temperature issues
regulated under the Clean Water Act as part of the Sandy Basin
Total Maximum Daily Load and water quality management plan.
The EIS will provide the National Environm ental Policy Act
documentation needed by the federal agencies to approve the
HCP. The City anticipates that NOAA Fisheries and U.S. Fish and
Wildlife Service will collaborate to fill the federal lead agency role.
The evaluation process will occur in three phases: SOQ, proposal,
and interview. The SOQ, will be evaluated by selection committee
in accordance with Chapter 5.68 of the City Code and up to five
firms will then be invited to submit proposals. After proposal
review, some or all of the five firms will be invited for an interview.
The final selected firm will enter into a not-to-exceed professional
services contract with the City.
An optional pre-proposal conference will be held to receive
questions regarding this request for qualifications at 10 to 11:30
am September 19, 2002. The meeting will be held at the 2nd
Floor Auditorium of the Portland Building, 1120 SW Fifth Avenue,
Portland, OR. A complete description of the project, specific
requirements and evaluation criteria for the SOQ’s may be obtained
from the Portland Water Bureau, Attn Kate Leather-barrow, 1120
SW Fifth Ave., Suite 600, Portland, OR 97202, 503-823-5351.
SOQ's will be accepted at that office until 4:00 p.m., October 4,
2002. Consultants shall be required to conform to the City MBE/
WBE and Equal Employment opportunity Programs. The City Of
Portland is committed to increasing contracting, subcontracting

businesses. Consultants are required to evaluate project
specifications in endeavoring to maximize use of MBE and WBE
firms. Consultants are encouraged to conduct pre-bid conferences
and are advised to investigate all potential sources of MBE and
WBE participation, includingsuppliers of materials, services and
equipment. Consultants identifying subcontracting opportunities
are required to maximize outreach to minority and women owned
firms in fulfilling these subcontracting needs. Attention is called
to Chapter 3.100 of the City of Portland Code relative to
certification as an Equal Employment Opportunity Employer.

The Tri-County Metropolitan Transportation District of Oregon
(TriMet) is offering the public an opportunity to comment on its
plan to submit an amendment to the Full Funding Grant Agreement
to the Interstate MAX Project. If anyone request it, TriMet will hold
a public hearing on Wednesday., September 18,2002 at 2 pm in

The purpose of this hearing will be to discuss the amendment to
the Interstate MAX grant, a project that receives funding from the
Federal Transit Administration. Anyone who wants this hearing to

This project has been selected through TriMet's planning process,
which incorporates public involvement and is programmed in the

The City of Klamath Falls, herein “the City” is requesting Proposals

Water System Master Plan

The City of Klamath Falls Water Division requests letters of interest
and proposals from qualified consulting firms, for the preparation
of a new Water System Master Plan. Consulting firms that are
recognized as experts In the fields of land-use methodology, water
system planning, hydraulic engineering and related water system
functions are invited to submit proposals.
The objective of the project is to thoroughly evaluate the present,
ten-year (10) and ultimate “build out" requirements for the City
water system. Evaluation will Include water production, storage
and distribution systems. Present, Intermediate and ultimate
capital planning forecasts will be included In the Master Plan. The
Plan will also identify service and supply related capacity standards
that will serve as guidelines for capital Improvement planning.

for Proposals, which outlines the inform ation necessary to
understand the consultant selection process and the required
