Designated Areas for Special Activities by a Community-Based Development Organization: The map of Designated Areas for Sp ecia l A c tiv itie s by a C o m m un ity-B ased D evelopm en t Organizations is amended by Adding contiguous areas adjacent • to Lents Town Center Urban Renewal Area, in effect expanding • the area east up Division to 136th Avenue and west to 72nd Avenue. The new description reads: Lents Town Center Urban Renewal Area as adopted by City Council and additional areas In the Lents and Powellhurst-Gilbert neighborhoods north to Division Street between 122nd Avenue and 72nd Avenue; and Division street up to 136th Ave. This amendment Is necessary because there was an error in Identifying the western border to the affected area and because it has been determined that additional development along Division would further serve the redevelopment agenda for the Lents area. Portland Community Land Trust: The Portland Community Land Trust provides home ownership opportunities for lower income homebuyers within the City of Portland. The amount of CDBG funds awarded to PCLT is not changed. The specific allocations are $65,000 of CDBG funds for activities related to the acquisition of real property, and $35,000 of CDBG funds to provide indirect assistance to homebuyers through the land trust model. 4. Nuisance Removal: The fundingfor this activity is not changed. The specific locations where nuisance abatements will be carried out are the St. Johns, Kerns, Foster, NE 42nd and Parkrose Target Areas. 5. Consolidated Rental Housing ( PDC Affordable Rental Housing and Affordable Housing Fund): BHCD allocated $1,840.000 in CDBG funds and $3,326,746 HOME funds for the development of affordable rental housing, targeting households below 80% of the area's median incom e. This amendment is necessary because specific projects were not chosen at the time that the 2002-2003 Action Plan was adopted. The specific projects, their fund source, and fund allocation are as follows: • Development of the Mid County Apartments by Cascadia Behavioral Healthcare at SE 127th and Clinton, 44 units, $560,000 of HOME funds • Rehab of the Fabulous Four units by Portland Community Reinvestment Initiatives at 4006 NE 8th Ave, 6822 N. Albina, 58 N. Skidmore, 916 N. WSI First Source: Originally $50,000 CDBG was allocated to WSI First Source to conduct job recruitment, training, and placement and $576,801 CDBG was allocated to WSI Activities - Adult (SE Works CBDO support) to provide job training, support services, jo b se a rc h a s s is ta n c e , jo b p la c e m e n t, re te n tio n and advancement services to low income adults that face multiple barriers to work. The $50,000 WSI First Source Activity is now being funded by City General Fund. The allocation to SE Works is decreased to $559,801. The service description is not changed. The CBDG funds remaining after these changes will be used to fund the following project: • Target Industries Planning - $67,000 CDBG - Production of plans for sub regional creative services training programs and a plan for centralized health tech careers program. * 7. Consolidated Rental Housing Services: The amount of CBDG funds awarded is not changed. The funds have been allocated to two specific project: • Fresh Start Planning - $25,000 Expansion of the Fresh Start Program, which helps homeless and disabled residents access a greater share of the affordability housing market. Directly furthers fair housing by developing partnerships between special needs organizations and private landlords to overcome admission barriers for Individuals with disabilities and members of protected classes that are disproportionately Impacted by rental criteria that focuses on rental histories. • Housing Connections Access Services- $49,962 - Implementation of Housing Connections access services. The goal of Housing Connections Is to better Inform the public, Including members of protected classes, about the range of housing opportunities available to them, as well as their rights If they believe they have encountered illegal discrimination. The Housing Authority of Portland (HAP) will provide phone access to Housing Connections Information and supported self-help computer stations for the public to access Housing Connections.
