Ho says that tho progres slve phenomena of a blind child's de velopment nro so mlnuto as to be microscopical. Hut closest study has revealed to him that, except In those who are also deaf, the blind are de veloped mentally by hearing, not by touching. Dr. Heller lnya down tho law that schools for tike blind of the future must teach them to recognize by tho ear what they have learned to conceive by touching material, dimensions, form, numbers and so on. Evidently the Boston problem Is not to get the voters to the polls, but to make them .take the trouble to voto right through the "bill of fare" when tX " are there.
