Election Processes for Statewide Officers, District Directors, Delegates and Alternates to General Council Statewide Officer nominations opened in conjunction with District Officers on February 1,2002. District Director and Assistant District Director nominations closed on February 21,2002, with Statewide Officer nominations closing on August 13,2002. Nominations for District General Council Delegates will open April 15,2002. SEIU Local 503, OPEU’s General Council Resolution Process Resolutions for General Council delegates’ consideration in August 2002 may be authored by any member and sponsored by Locals, Districts, or Standing Committees, or by submitting them with 50 active members’ signatures. This is an opportunity for members to present solutions to problems, express new ideas or concepts or revise the Union’s position on a specific issue. We encourage you to have your ideas considered by the governing body of SEIU Local 503, OPEU by participating in the resolution process. District G eneral C ouncil Delegates: N om ina tions for District G eneral C ouncil delegates open A pril 1 5 ,2 0 0 2 and close at 5pm M ay 3, 2002. Nomination forms will be posted at worksites and on the website. Candidate statements will be mailed with ballots on May 14,2002. Ballots must be reeieved at SERI Lcoal 503, OPEU Headquarters by 5pm, June 4,2002, and will be counted on June 5,2002 at Union HQ by the Elections Committee. District Director-elects and Assistant Director-elects who ate not incumbents take the first District Delegate positions; remaining positions are filled with elected District Delegates, Alternates are elected to fill possible vacancies in delegate • ' positions. - , ; District Directors and Local Officers were notified of then- official delegate counts in January. Locals are electing their General Council delegates and alternates in accordance with their bylaws and should forward election results to HQ by June 15,2002. General Council Delegate report forms and credentials forms will be mailed to locals in late May. District Directors and Assistant District Directors: V Newly Installed Board Members) 8/26 Delegates come to General Council as elected representatives either from their District or Local or from the Board of Directors. Alternate District and Local delegates are elected for the purpose of filling District Directors and Assistant Directors are elected on a representational basis according to the distribution outlined hl ** Article VI of the SEIU Local 503, OPEU Constitution. • Nominations closed February 21, 2002 a t 5:OOpra. Candidate statements are contained in this issue of The Oregon'Public Employee (POPE). Ballots for each district will be mailed to . each eligible voter in their respective districts on or about March 25,2002. These ballots must be returned to SEIU Local 503, OPEU HQ by April 12,2002 at 5:00pm. Ballots will be counted April 13,2002 at HQ by the Elections Committee. Report forms will accompany the vote tallies sent to the Districts following the election. General Council D elegate R eporting: Reporting of delegates is accomplished by local and district leadership submitting completed delegate report forms and credentials forms for each delegate and alternate to HQ by June 15. HQ will then mail registration packets to delegates. Delegates should return completed registration forms to HQ as soon as possible, but no later than July 1, HQ will provide notice of official Union delegates to state, local government and private non-profit employers beginning July 1; homecare workers do . not require agency reporting of delegate Status. .Where contractually required (DAS and OUS), the employer must grant requests for time off to. attend, provided they are notified at least 30 days in advance of General Council. Delegates .may use accrued leaves o f various types or leave without pay as specified in their collective bargaining agreement. Statew ide Officer Elections: Statewide officers are the Union President, Vice President, Secretary-Treasurer and Executive Director. Nominations for“statewide officers opened February 1,2002 and will close at 5pra on August 23,2002. Nomination forms must be received by 5pm, July 1,2002to be published in the July issue of The Oregon Public Employee (TOPE). The forms have been posted at'worksites and on our website (www.seiu503.org). Candidate profiles will be published in TOPE preceding the election. Ballots and Candidate Statements will be mailed tp members mid-to-late September. Ballots will be counted by Ryder Election Services mid-to-late October 2002. Election results will be available on the SEIU Local 503, OPEU hotline and on the website.
