INVITATION FOR BIDS
Bids will be received by the Tribal Council of the Confederated Tribes of
Siletz Indians (Herein called the "Owner") for the construction of the Siletz
Community Health Clinic in Siletz, Oregon. This is an Indian Community
Development Block Grant (CDBG) Project, funded through the U.S. Office of
Housing and Urban Development (HUD).

A pre-bid conference will be held at CTSI Tribal Headquarters, followed by
a site visit. This conference is scheduled for Tuesday, July 10,: 1990 at 1:30
p.m. Attendance will be limited to two representatives from each Prime Bidder.
Bidders must certify that provisions of ORS 279.350 relating to prevailing rate
of pay will be complied with.

A bid guarantee in an amount equal to five percent (5%) of the bid must be
submitted with each bid. The bid guarantee can be in the form of a certified
check or bank draft payable to the Owner, an irrrevocable letter of credit,
U.S. Government bonds; or a satisfactory bid bond executed by the bidder.
The successful bidder will be required to furnish and pay for satisfactory
performance and payment security in accordance with section 10 of the
Instructions to Bidders.
Attention is called to the contractor's obligations for Indian Preference
and Equal Opportunity (See Sections 11, 12, 17, and 18 of Instruction to
Bidders, and Sections 30, 31 and 41 of the General Conditions).
Bidders claiming Indian Preference will be required to submit a completed
Questionnaire/Statement to the owner in accordance with Section 5 of the
Instruction to Bidders.
The contract will be awarded to the lowest responsible bidder whose bid
does not exceed the amount of funds estimated by the Owner as available to
construct the project. Under the provisions of Indian Preference, the contract
may be awarded to a qualified Indian-owned enterprise if this organization: a.)
is the lowest responsible bidder or; b.) submits a legitimate bid that does not
exceed the lowest responsible bid by more than five percent (5%) of that bid.
The Owner reserves the right to reject any and all bids and to waive any
informality in the bids received whenever such rejection or waiver is in the
interest of the Owner.
No bid shall be withdrawn for a period of thirty (30) days subsequent to
the Opening of Bids without the consent of the Owner.
