If the reactionaries Hticceed in over throwing .Statement No. and popular election of I'nited States sonators it thereby rendered impossible, the direct primary and the initiative and referen dum will next be attacked, and all the ad vanre made for popular rule m un done. The fanin leaders and interests attack ing the rule of the majority as expressed in niaietnent ao, 1 are cursing Koose velt for daring to attack the wealth v malefaetfirs of Wall street. The same reactionaries, who represent greed, cor ruption and special legislation for the benefit of the few at the expense of the masses, who curse this government wiin irusr rule, are now battling all along the line against every encroach ment of corporation rights bv the peo ple or in behalf of the peopl'e. "Kternal vigilance is the price of hu man liberty." Only by constant watch fulness can popular government be maintained. Hince its first davs the enemies of the republic have bc-'n con -tantly alert, seeking special privilege. Public Libraries and Democracy. The free public library is the univer sity of the people. It is jH-ciiliarly an American institution. As America is the countrv where the ideal of democ racy equality of right and of oppor tunity in public and private life has been most nearly obtained; to it is the land where that equality has been ear liest ami best and most broadly ex tended into the educational field by means of the public school and the pub- librnry. Real democracy govern ment by the people cannot endure, save by an intelligent people. And if, as that political Tory, but intellectual Democrat, Samuel Johnson, said, the best education is that which one gives himself, then the free public library in extending to all the opportunity of that education, stands beside the organs of formal education as one of the main stavs of popular intelligence and of the rpetuity of the republic. These two ire like the two great pilalrs in Solo mon s lemple tin chief ormunent and support of the structure. From address f ( harles K. Shepard at opening of Seattle public library.
