Public Libraries and Democracy.
The free public library is the univer
sity of the people. It is jH-ciiliarly an
American institution. As America is
the countrv where the ideal of democ
racy equality of right and of oppor
tunity in public and private life has
been most nearly obtained; to it is the
land where that equality has been ear
liest ami best and most broadly ex
tended into the educational field by
means of the public school and the pub-
librnry. Real democracy govern
ment by the people cannot endure, save
by an intelligent people. And if, as
that political Tory, but intellectual
Democrat, Samuel Johnson, said, the
best education is that which one gives
himself, then the free public library
in extending to all the opportunity of
that education, stands beside the organs
of formal education as one of the main
stavs of popular intelligence and of the
rpetuity of the republic. These two
