This was brought out late yester day when the commission discussed the proposed franchise asking' for a toll section on the new road be tween Tillamook and Forest Grove. The proponed roud would short en the distance between Portland und Tillamook about 3d miles, ac cording to ('handler. "Step Backward" "Returning to toll roads would be a step buck ward," declured Com missioner Van Duzen. "It would overturn the hlghwuy system of the slate and if wo upproved this one we would have a swarm or ap plicants ror toll bits or roud in ev ery section of the state. 1 know of on commission who vary much disapproved the granting of the toll roud franchise."
