Attention of delinquent property owner in improvement districts is called to the provisions of the city charter regarding the provisiomi for collecting delinquent improvement as sessments. As it is absolutely neces sary that these assessments be col lected before September first, the coifcici) will be required to foreclose liens on delinquent property owners in accordance with ' the charter provis ions which are as follows: Section 69.
