Attention of delinquent property
owner in improvement districts is
called to the provisions of the city
charter regarding the provisiomi for
collecting delinquent improvement as
sessments. As it is absolutely neces
sary that these assessments be col
lected before September first, the
coifcici) will be required to foreclose
liens on delinquent property owners in
accordance with ' the charter provis
ions which are as follows:
Section 69. Within five days from
the expiration of the time limited for
paying taxes to the treasury', the city
treasurer must return the tax roll to
' the council, distinguishing thereon the
amount of taxes and those remaining
unpaid.

to the chief of police, commanding
him to proceed forthwith to collect the
delinquent taxes upon such roll and In
