Turner Oliver Mentioned as Candl date for the Job fader West 'That 'Jay Bowerman may be called to name a secretary of. state to suc ceed Frank W. Benson should the latter not qualify for office, and that Turner Oliver Is one of two likely candidates for the appointment If one ia 'made by Governor-Elect Oswald West,: are two Important phases of Governor Benson's return to Califor nia' for hia health's sake. A special from Salem say of the incidents: "I will go to California within the next 10 days and spend a few weeks. In the sunshine," said Governor F. W. Benson this afternoon'a I hlnk the warmer climate and warm sunlight will help me greatly to recover com pletely. I anr feeling fine at present and am Improving all the time." When asked as to what disposition he will make of the office to which he waa re-elected. Governor Benson stat ed he -would qualify for the position before leavinr for - tt Rwt would continue to act In the capacity of Secretary of state as before. "I have no Intention of resigning my of fice and will be fully capable to fill it upon my return, from California which I think will not be latig." j The indications are that Acting Gov ernor Jay Bowerman will have the opportunity to appolct a Secretary of State to fill that office for four years beginning the first week In January. Governor F. TV. Benson, who is the regularly elected Secretary of State for the ensuing four-year term, leaves this week for California for the bene fit of his shattered health. When he came back during the campaign and it waa announced that he was steadily regaining bis health, it was feared that his true condition was not made public This has proven to be the case. The governor has been j able to. act' in, his official capacity only' for two day Btnce his return, andhas been com pelled to leave the reins of governr ment in the hands of the President of the SenateActing Governor Jay Bow erman. '.-' ' : .-. 'V ," .',''. If he resigns hlB office a Secretary of State, which carries with Jt his of fice as, Governor before the end of the year, Acting Governor Bowerman will fill the position until Governor .West takes over the executive office. But should Mr. Benson bold his office until' after January, 1, when all new ly' elected .state officer .take their' positions,. Governor Bowerman will fjll -the vacancy for 'the-term begin ning January, 1. 1911. ; . . ;. ( If Benson's successor .is appointed by Bowerman, the.' state boards ; will reman two-thirda Rebuplican, but should the appointment not te made until after the convening of the Leg islature, .Governo West will make the appointment -and wllV assuredly name a Democrat and give-the con trol of. the state entireiy Into the hands of the minority party, leaving but one important slate official, Treas-urer-eleot Thomas B. ,Kay, aa the Republican member. .', Immediately after the, defeat of Jay Bowerman for governor, the situa tion of Mr. Benson la relation to the office of Secretary of State was tak en up by politicians and a means of having Benson's successor appointed was mapped out Almost simultan eously a crop of aspirants began set ting up their wires for the place, al though the two Republicans mention ed prlcipally are making no effort to obtain the position and would pro bably decline If it was offered. These are A. I Mills, president of the First National Bank, and Malcom Moody, ex-Congressman and political leader of Wasco county. ",v So daring was the scheme that at first It was not considered seriously, became more grave, the possibilities but a the condition of ftu. xtensdn of engineering the political coup suc cessfully were Increased and politi ccians and lawyers began devising ways and means to have Acting Gov ernor, Bowerman make the appoint ment If Benson could be induce to reslgfc. jrhis,'f6uld keep':,crt tVol jbf tpp State- Bfoard-'rhthS hands of Renubli- i nJ-.wlflSjtV-Vast ' anMiitof', polltl Fxii";patronartr v ' ' ter We&t'a inauguration. Kaa Dm' been secretary of the Deniouaiic State Central commit tee for years and o.iver was a candi date for Secretary of Etate on the Democratic ticket against Benson In the election. It appear to be the disposition, however, to give the appointment to an Eastern Oregan man and Moody and Oliver' both come from that sec tion. West however, ha decided to name the State Land Agent from East ern Oregon and the election of a site for tbe branch asylum in Eastern Ore gon would, naturally, also enter into consideration for any appointment Want ad pay, on 'cent a Word.
