Governor nounced some time ago, became ef fective today, and Edwin Norrla of Dillon, lieutenant governor, was Bworn In as his successor. Toole has twice -been elected gov ernor of Montana on the democratic ticket. For some time his health has been unsatisfactory, and It la 'for this reason he has resigned. In explanation of his action, which created a decided sensation through out the state, Governor Toole referred to his long public service, both in He' lena and Washington, and then re verted to a clause of the constitution which provides that an elective offl ctal shall not absent himself form the state for more than 60 days. He says that he feels hi ailment Is of such a nature that a permanent restoration cannot be effected within that time, adding that after proper rest It Is his purpose to return to Helena and re sume the practice of law. Governor Toole will spend several months In southern California. Lieutenant Governor Edwin Norrla, who succeeded Toole, is also a lawyer, being a resident of Dillon. Norrls will serve nine months of Toole's term, a new executive being elected this fall. It has developed that Governor Toole has suffered more or less, hav Ing been unable to eradicate from his syBtem the after-effects of a case of the grip from which he suffered several years ago. .
