Indianapolis, Ind., April 1. Four
delegates at large, pledged to the sup
port of Vice-President Fairbanks, and
IS national electors will be elected by
the republican state convention, which
assembled at 2 o'clock thla afternoon.
This will make the full quota of SO
delegates from Indiana, all of whom
will vote for Fairbanks. The state
convention la composed of 1417 dele
gates. It. will reassemble at I o'clock
tomorrow morning for the purpose of
nominating candidates for governor,
lieutenant governor, secretary of state,
auditor, treasurer, attorney general
and other state and Judicial offices. It
Is understood that the Indiana delega
tion will vote solidly for Fairbanks In
the national convention as long as
there Is any possibility 'of bringing
about his nomination. In case of evi
dent failure. It Is more than likely
that Indiana's entire strength will be
thrown to Taft.
Almost beVond doubt every one of
the 30 delegates will go to Chicago
banks, and will work enthusiastically
for his nomination for president. Mr.
Fairbanks has the support of nearly
every republican newspaper In Indi
ana and has been indorsed by the re
publican state central committee, the
Republican Editorial association of In.
lluna and by every district commit
tee In the state. The state committer
ius completed Its organization for the

Washington, April 1. The famous
order of the postofftce department,
requiring mat the second, class or
pound rate shall not apply to news
papers or periodicals mailed to sub'
scribe r who are In arrears, becomes
effective today. The order was aimed
at the cheap weekly and monthly mall
order journals, but It has aroused
storm of protest In all sections of the
country. Subscriptions to daily papers
under this rule, must be paid within
three months, to monthlies, within
four months, and tp weeklies, within
a year.

will be here from Denver on April 18
