IRRIGATION BY THE UNITED STATES After much bather with large land holders in ths region proposed to be irrigated by ths United States government along tne Umatila river, Secretary Hitchcock has concluded a satisfactory arrangement with them. The efforts of the government to put in extensive imitation works on the Malheur river, in Oregon, ha been indefi nently postponed because the Dalle Military Road company, that own a great deal of land under the proposed ditches will not consent to the terms laid down in the acts of congres appro priating msnsy to irrigate arid lands and other land owner standing in with the road company in their effort to make the government furnish water to tract larger than 160 acre. There are now twenty thipt at the wharves of Portland, Oregon, with a total tonnage of 66,816, loading grain for foreign part. In addition to ths 20 chip at Portland there are now en routs for Portland twenty eight ships with a ton nage of 47,261. Not on of these 48 ships carrys the flag of the United States. Eighteen carry the French flag and twenty three the English. It it estimated that we pay $200,000,000 yearly to foreign ships in freight for carrying off the things we sell and back those we purchase from other nations. Should a great war .break out between any two of the nation that are now furnishing ship for our foreign trade, the consequence would be neither plea sant nor profitable to us, to hear about our cargoes on foreign (hip being cd tured and told a prize. Senator Mitchell in resigning from the chairmanship of the canal committee tated: "I came to the conclusion that as I could take no part in the work of the committee, I had better resign." .
