IRRIGATION BY THE UNITED
STATES
After much bather with large land
holders in ths region proposed to be
irrigated by ths United States government
along tne Umatila river, Secretary
Hitchcock has concluded a satisfactory
arrangement with them. This impedi
ment having been removed, active work
will be commenced, to carry.on which the
secretary hat apportioned one million
dollars for immediate use.
A similar agreement hae been made
with the large land owners in the region
that will be watered by the proposed
irrigation worka In Klamath county, Ore
gon and Secretary Hitchcock ha appor
tioned two million dollars to carry on the
work there.
The efforts of the government to put
in extensive imitation works on the
Malheur river, in Oregon, ha been indefi
nently postponed because the Dalle
Military Road company, that own a
great deal of land under the proposed
ditches will not consent to the terms
laid down in the acts of congres appro
priating msnsy to irrigate arid lands and
other land owner standing in with the
road company in their effort to make the
government furnish water to tract larger
than 160 acre. These large land
While the United State ranks high
among commercial nation of ths world,
nearly all ths goods It imports and pro
ducts that it exports are carried In foreign
ships. There are now twenty thipt at the
wharves of Portland, Oregon, with a
total tonnage of 66,816, loading grain for
foreign part. In addition to ths 20 chip
at Portland there are now en routs for
Portland twenty eight ships with a ton
nage of 47,261.
Not on of these 48 ships carrys the
flag of the United States. Eighteen carry
the French flag and twenty three the
English. It it estimated that we pay
$200,000,000 yearly to foreign ships in
freight for carrying off the things we sell
and back those we purchase from other
nations. Should a great war .break out
between any two of the nation that are
now furnishing ship for our foreign trade,
the consequence would be neither plea
sant nor profitable to us, to hear about
our cargoes on foreign (hip being cd
tured and told a prize.
Senator Mitchell in resigning from the
chairmanship of the canal committee
tated: "I came to the conclusion that
as I could take no part in the work of
the committee, I had better resign." . The
same logical conclusion should cause him
to hand in his resignation as senator.
Jame Harvey Graham, a mining man
of Baker City, ha announced hi candi
dacy on the Democratic ticket in thi dis
trict for congress. It is doubtful if he
will have opposition within his party.
The city council is to be commended in
heir determination to re-organize the fire
department of this city. The usual way
would be to wait until we suffered
It is evident that the timber and stone
act, under which all of, the timber land
holding have been secured, will be re
pealed at this cession of congress and
torn other provision made for the pur
chase of lands of this character.
