Entitled an Ordinance to prohibit stock from running at large in the city of St. Helens; providing for the taking np of same and providing a penalty for violation thereof. The City of St. Helens does ordain as follows ; Section 1. If any horee, horses, cattle sheen or bogs shall be found running at large within the limits of St. Helens Colombia County. Oregon, it shall be the duty of the Marsial to take np and impound such animal and he shall forth' with give notice to the owner thereof of said taking npard if thereupon the owner or owners require a restoration of said animal or animals he shall pay to the Marshal the sum of one dollar for each day so impounded. Section 2. Vpon the pavment of the ram provided in section one, the Marshal shall immediately restore such animal to its owner, but if such sum be not paid within three days after the notice, as provided in section one, then the Marshal shall proceed to sell said animal or animals in the manner hereinafter prescribed. fcection 3. If the owner of such ani mal or animals be not known, to the Marshal it shall be the duty of the Mar. shal to forthwith give notice by adver tising in a newspaper, published within the City, for one issue, or by poetiug in three public places in the City a notice of taking np of such animal or animals describing it or them, with the natural marks and stating the time of such taking of such animal or animals. Section 4. In case no owner or other person shall claim any such impounded animal or animals and pay the charges tber-on within three days after the expiration of one week from the date of the posting of said notices, or within three days after be notifies, as provided in section one, then the Marshal shall proceed to publish a notice in a news paper, published in this City, stating that he will, on a date certain, not lew than five days from the date of publi cation of such notice, proceed to sell such animal or animals to the highest bidder for cah; the proceeds of such sale shall first be applied to the impound ing fee as hereinbefore provide J, and costs of advertising and the balance, if any, shall be paid into the City Treasury subject to the order of the owner or owners of such animal or animals. PROCLAMATION. Whereas; under the initiative ordi nance of the City of ft. Helens, there wss submitted to the people of said city at the general election, held therein on the 3rd day of April, 1911, an ordinance entitled ''An ordinance to prohibit horses cattle, sheep and hogs from running at large in the City of St. Helens; providii g for the taking up of same and prescribing a penalty for the violation thereof," which said ordinance was regularly placed upon the ballot nnder the initi ative ordinance of said City, and was voted upon by the legal voters in said city on the said 3rd day of April, 1911, That on the 5th day of April, 1911, the Common Council of the City of St. Helens met in regular ssion and can vassed the returns of said election and determined as follows; that there were one nnntfred and Cfty seven votes cast 1 on said ordinance; that there were ninety nine votes ca-t in favor of the adoption of said ordii ance and fifty eight votes cast opposing the adoption thereof. Therefore by virtoe of the authority in tne veeted. and under the direction of the City Charter of the City of St I Helens, I hereby declare and proclaim said ordinance 10 be in full force and effect from and after this date. Owing to the bad weather the crowd was very small, but there will be a diff erent story to tell next Sunday. With a team playing the kind of ball that the locals will put np this year tney should and will have the support of the whole town. Kalama's base ball team went np to St. Helens last Sunday and did np the bunch of ball totsert, styled the St. Helens team. When the boys left Kalania early in the mornir.g we had hope that St. Helena would at least furnish amuse ment for our team, but it is no nse. St. Helens can't play ball. If they would go up to Scappoose and Warren and prac tice up a little they might get io time so ey could play a fair game, but even then they would not stand a ghost of a show with the "Invincibles" of Kalama. Kalama News. Aint it awful? It looks as if we will have to play them some time when Nick Williams' braves are up north nnd out of reach.
