nn VOL. XXX. 8T. HELENS, OREGON, FRIDAY, APRIL 7, 1011. NO- 20 THE OREGON MIS A CONCRETE BRIDGE County Court LaU Contract For Fine Structure Across Nica Crook. Prico to Bo 17965. The County Court is in session here this week and the time Wednesday was fully occupied in considering bids for the con struction of a bridge across Nice Creek in the City of Rainier. Estimates for both concrete and steel structures were opened and the court decided in favor of a concrete bridge, although the cost will be more than of a steel one. The following is an extract from the contract, which was awarded to Earl B. Newcomb, of Fortland; "A reinforced concrete viaduct 242 feet long from center of end posts and of the width of twenty feet to he constructed across Nice Creek in the City of Rainier Oregon, in accordance with the plans and specifications as pre pared by Orrin Haekus, civil en gineer, and adopted by the county court which accompany this con tract and form a part hereof." The following, taken from the specifications, give a ivretty fair description of the bridge; "The work herein contempla ted consists of the construction of six reinforced concrete girder pans forty feet from center to center of columns with a total length of 212 1-2 feet and a total width of twenty fVt-t. "All excavations and founda tions shall be carried down to a depth of four feet below the pre sent surface of the ground and if found necessary to go deeper the work shall be done at the unit rate specified in the proposal. "A foot path two and one half feet in width shall be laid at one side of the roadway." The roadway will Ik? macadam ized in the lst possible shape, and every detail of the work is under the supervision of the en gineer. He is an absolute au thority on the way the work is to be done and the quality of the material to be used, and from his decision the contractor has no appeal. The price of the bridge com plete is $7,905, which is some what in excess of the cost of a steel structure. But between a properly constructed concrete bridge and one of steel there is as much diflerenceas between steel and wood. This is the first con crete bridge in the county and will be an advertisement that all who pass Rainier on the grains or boats will be able to see. Work on it will be started at once - and must be completed by the 24th of June, as after that date the con tractor will have to pay the coun ty the sum of $15 per day for every day that it is not finished, p. ii To.T.iiT-TiMi .i o local rrnns ! It was a case where the should be no hard feelings over Last Monday saw the warmest election in the history of this city, The candidates and all of their friends were on the job from early morning until the polls were closed in the evening and if there was a voter in the city who did not have his little say he must have peen hidden away where he could not be found. That Martin White would be the Mayor was a foregone con- elusion as thre was no one who was willing to tackle the job of! running against him. Out of 179 votes cast there were 158 which had an x in front of his name. The particular fight of the day was on the Councilmen and Water Commissioner. S. C. Morton had filed a petition as an independent candidate for Councilman and A. L. Stone came out as an indend-1 ent for Water Commissioner, j Mr. Mor'.on's vote was a surprise even to his friends, as he got a total of 110. Mr. Philip had 104 and Mr. Crouse 81, which makes Morton and Philip our next Councilmen. Mr. Stones vote was 91 to Mr. Gerdes 83. while Mr. Harris had a clear field for the office of City Treasurer. The cow question was one of the main issues of the day and the cows were put off the streets by a large majority, the vote ' APPORTIONMENT OF FUNDS Made By Superintendent J. H. Nick Williams and Kaiama Strong The baseball season for the year of 1U11 was inaugurated with all doe ceremonies at the p irk last Sunday be fore a good sized crowd of faas. The day was cold and disagreeable and the chances for really good ball were slim and the owg got their expectation just about fulfilled. The Kaiama boys seem to have w holesome respect for the abilities of the St. Helms ball tossers and came np here strong. Tart of the team was the regular Kaiama line up, but it was by far the smaller part. Four of Nick Williams I'ortland Northwesters were on band to help out the down river boys, and they delivered the goods. The Si. Helens band was on Land and played a numberof limes liefore the game which was started with Mayor Miller of St. Helens, in the box and Mayor White of Houlton rtceiving. An Address of Wel come was to have been delivered by man ager Sutherland, but somebody stole his ''Slow Train Through Arkaucaa" and be did not feel equal to the job without it. The game was a tiightmare of errors, hard hitting by the Kaiama bunch and poor fielding by both sides. A new man named Jasman started the twirling for St. Helens and got off fairly well for four innings, at the end of which time the score stood 3 to 1 in favor of the visitors. Then on a couple of errors and a little gcod luck the locals annexed four and wers in the lead. But our joy was only f.ir the time being, for it waa not lonj until they beitan running them so fast that an adding uiactiiue was almost a necessity. When it was all ovtr and the fCore keeper was out of chalk it stood 13 to 5 and we had the little end of it. But what is the use of weeping ? They came along frame 1 up a trifle too strong for any semt-proiesaional team in the State, and the season is only starting. The boys have not hit their lick yet while the leaguers are in training. Laat rear the team vrna a dandy and it is a little stronger tliis time. Come out snd do a little to help the boys along. The band is quite an attraction and will draw considerable.
