On the other lunJ, if the pur pose of the law is to protest the as sured, it will be very signal failure for the reason that the insuranoe oom pames make their own rates and can increase them at-any time for cause or without any obvious reasons for do ing so. The effect already has been to reduce the amoant of polioies and in crease the rate so that it is a question elsewhere than in the latter city; and that all such items will be registered for collection and credit given only when proceeds are received. The re ceipt of this notice created no little in' dignatioa among the business men of this place, and a number of them who have heretofore deposited with Tori land banks will now withdraw their patronage altogether. Stump. Mr. Stump has been for many years chair man of the Republican State Central Committee. He is well qualified to fill the offiae, and, if appointed, will make California an able teepresentative. Owing to these facts the citizens of the place deemed it necessary lo make a decided improvement in some way on their road, that it might be passa ble in winter as well as in summer.
