Senator Dolph says the appropriation for the cascades must re main as passed by the House. Again it is positively stated that tbe engineers, who will report upon tbe improvement at the dalles, will say that a boat railway is not feasible, and that the only kind of an improvement practicable ia a portage road, and Congress will never build a portage road.
