Hard man; Cross, to incor porate Aurora, Marion county ; Kalev, Thb legislatures of different states now wrangling over the election of United States senators emphasises the importance of an early change to the ballot-box to make these selections. With all our boasted freedom, there are more elements of pure democracy in the British empire than in this re . public, and it is time that the people should be sovereign in fact as wull as in theory. The present method of - electing members to the highest branch of congress gives many opportunites for the caucus to assert its supremacy and the influence of gold to be exerted. If it is admitted that the better class of the population constant the law-mak ers; yet, frequently, if a small number are susceptible to corrupting influences, the wishes of the electors can be thwarted the same as in the most des potic government. The framers of the constitution aimed at free and pure in stitutions, and undoubtedly should re ceive credit for the statesmanship they exhibited; but in the phenomenal growth of tbe country corrupting agencies have developed into active life, and, in a certain degree ' have un dermined the fabric. It is therefore time for the power delegated by the people to be recalled, and for them to assert thcic sovereignty. This is par ticularly true in tbe election of United States senators and, perhaps also, in the Selection of chief magistrate. to incur debt for sewerage ; Matlock, for a branch of the insane asylum in Eastern Oregon ; Smith, animals run ning at large in Sherman county; Willis, assessment- and taxation weatnoriora, relative to canal com missions. MteonTnoira, Senate joint resolution not allowing cities, towns or school districts to go in debt beyond 5 per cent, of their taxa ble property was adopted, and that to amend section 1 article 9 of the cap stitution, bearing upon the mode of taxation, lost by a vote of 14 to 13. The house joint resolution relative to the naturalisation of white foreigners was adopted, as also was that to amend section 35 article 1 of the constitution. The vote on the latter was 20 to 8. Senate bill to incorporate Spring field was returned to the house and on request passed. Woodward's bill to enlarge the du ties of surveyors was read a second time and referred to the judiciary committee. Black man's bill relative to persons incompetent to testify, and Cameron's bill for the payment of orders by tbe county courts were read a third time and passed. Huston's bill relative to pointing firearms was read a third time and again referred. - Bouse.. THIRD SXADDIO OF BILLS. Thiid reading of bills: By Coon, to prevont the sale of Infected fruit, re ferred to agricultural committee tor amendment; Cooper, relating to the election of supervisors, committed to roads and highways for amendment; Daly, to create a Southern Oregon board of agriculture, passed; Cooper, relating to the rate of interest, passed ; Cooper, to regulate priority of rights to water, passed ; Ilobbs, to protect common carriers, passed ; Ormsby, to encourage the propagation of edible fish in mountain streams, passed; Belts, amending tho act providing for a lien for labor on logs, passed J Nick ell, amending the act providing for the publication of county court proceed ings in newspapers. Ford moved to re commit the bill, to be amended so as to provido that the county court let the printing to the lowest bidder and have the power to reject any bids. A number of amendments being offered on Ford's motion to re-commit, the bill was ordered, on North up's motion, to be recommitted for general amend ments. Myers, to amend the election law relating to the qualifications of voters, etc., passed ; Bolknap, to amend the election law relative to the oath to be administered to electors, passed ; Brown, house bill for a rebate of road tax to persons using certain wagons on pnblio roads, referring to width of tires, passed ; Trullinger, to amend the act aulhoriiing the city of Astoria to construct a sea-wall, passed; Belts, giving sheepherders a lien upon ani mals neruea, passea ; ueer, requiring road supervisors to put np suitable guide boards, passed. He worked like a slave for the passage of the road bills two years ago, and is gratified now to be able to secure for bis coun ties, Morrow and Grant, more money than be could have secured at the last session, namely from 115,000 to f 19, 000. The adjournment ot congress, and consequent loss of a day by both bouse and senate, on account of tbe death of some man who is or has buen promi nent in public life has been so frequent at this session that the abolishment of the custom is being Beriously talked of in congressional circles. .Ex-Speaker Heed said on this subject: "It strikes me that this adjournment business is carried too far. It is all well enough in certain instances, but iu others it is simply a hollow mockery that takes the form of an excuse to shirk work." Representative Burrows, of Michigan, said : "Tbe meaning of these frequent adjournments is that the house does not intend to do any business at this session. But they do no harm, for the democratic party is always safe when going to a funeral."
