COMMUNICATED. " Oomimhia City. Jan. 1H03. Eiiitob Oanooa Mist-DenrSIri At this time we do not presume to offer a perfeot solution to the road problem, but will ven ture to nay ap to this date the roads In Oregon are not thoroughly settled, nor will they b aa long It ralm, as we. have not the gravel not eren the narid to perma nently lit them so as to bo useful In winter, The auiiervisor, rain and trawl, makes them IuihhhIU) even In summer, As this is an age of biwli.es and Improvements, (a vague Idea to some, howeyer), would it not be well for the people to relteot upon the pastfallur In rond-maklngT and devise some plan by which, In the near futuro, we could construct hlghwaye to as to drive at th pnintdireet, (Bcnator Cross' Mli is a fair one.) Why not bond tbo county In a suOliilont sum to build several plank and double tramway roads, from th river or railroad to the Mehalem valley, along the bud of streams generally, and also construct Hum on same grade. By this mean all the Umber, eoal, iron and stone, and pro duct of th country could be cent to mar ket, to prollt not ctherwU. And in some oasosgood water powers could be otlllied after the timber, ete., t removed. Saw timber, spiles, ties and eordwood would, by this means, be worth about aa mneh ten miles from the river as It is now at or noar the water' edge. With all the timber removed men could then go Into the Interior and niak farm and make a liv ing. As it is now they cannot do so. I have cleared off three small farm where I had every advantage of a market, and would not do so again, as the timber would now be worth more than the land cleared l worth, unless it Is put Into hay or orchard. Itven brickyard would not be worth much on Nehalem without plank or railroad to and from market. The rcsnnrves of this county at present, and will be tor many years to come Is timber. I would ask, what a timbered claim 1 worth to a poor man five or ten mile hi the Interior? 81m' ply nothing; as be I not able to build a suitable road so as to put hi products Into market. But with the proposed improve ment, heU Independent of anyone; much better If tie give half his land for roads. If such roads are built by the county (or companies who would wtab to monopolize) a small toll could be charged, so as to part ly pay for constructing and keeping in re pair aueh thoroughfare. A paragraph In newepnper don't build suitable oounty roads; It lakes money, which we will not have nntee we first build tho roada, and then afterwards we will bo snrprined at the amount of iiiom accumulated in the pant. ..-ft O. C UAK1CO. Ml Annie Hendricks was In Portland portion of last we.'k. Mr. A. A. Smith, who went out bunting loJit Balurdny and got so badly lost that be wandered around in the wood all that night, and loving hi gun, bealdee evading th marching party of eighteen that were scouring the woud In every direction for him. He returned bom ftandav evening a hungry as the wolve we read about chasing ministers, and declare he will not go hunting again by himself. Kick Brln was the gnent of Mr. 3. Hen- drlckaBundny. We think It I moro than gnewed, or hoped so, at any rate. The new road from Car Ico to Yankee- town la dd to be almost open. We tblnk It la a very good Idea to have plenty of road through the county, but It wonld be better to put more work on the roada we now have than to undertake to bund so many new roads through a part of the county that is not aettled up and no pros pect of It being dose at present. I notice In hut woek'i Mist tbat Mr. Hauervln aays thoae warm nights spoken ot in Cartco valley by your correspondent were almoot cold enough to freexe the teeth of a ld-year uld pullet. We can say that jierhepa that ia correct, as the temperature only bas to be about 32 degree above free ing to do that, and we are aure it was a little colder than that here, becauae Mr. Hauervln lire way down in big hollow, where you can find Ice and snow, and where potatoes will not grow any time In the sum mer He need not think that up in the fertile Carico valley it Is the same. Mr. A. Smith ha commenced work on making cut off on the Carico and St. Hel ena rood, which, with plenty of help, can be put through In a abort time. Everyone in this part and some in St. Helena ibould do all they can io puab th work to comple tion, as It will cut off about one and one- half miles of Milton ereek bottom, and that would be the best thing that ever happened to this part. , Mlas Stella Brown, of Yankeetown, la vis iting in the valley. Carloo again has two feet of snow on the ground, with proa pec ta for aa much moro, This valley perhap never had aa much excitement before aa it bad last Sunday. A person, seeing the throng along the road, trudging through the snow would nave taken it to be an Indian scare in some small ettlemsnt, and not until your correspond ent had seen Mr. A. H. Blakealey and son would he have believed any different, but the 'aeulr assured him tbat there wa no cause tor alarm as it was only the wedding of Miss Annie Hendricks and Mr. J.N. ltrin. We are glad, too, that this was the cause of th great commotion, for it greatly relieved our mind , and we wish them all the happiness brought about by the unity of hearts. AS OTHERS SEE US. The State Beard of Charities nd Corrootlone Ulennlal Report. In the biennial report to the legis lature of the Suto Board of Charitio and Corrections, we find the following To the Governor and Legislate A$temmy nftht State of Oregon: Comjmdia Couiity. A plain frame struct- nn tjiniHiia in the rear of the small build- iia f..r a courthouse, is tho combined county and city Jail at Bt Helens. It Is abont 18x25 in alia, with board wall ana common board floor, through which a prls- m,Ar once cut with a case knife. Bo inse cure i It that the sheriff sends all qriaoners nnmmlltAit for inv lonuth of time to Port land for safe keeping. He finds thia safer aad more economical than nnaertaaing to in this crude lockup. It is for tunate for tbo priaouers also, sine the Jail is totally unnt tor ino namrauon oi numan beings. It has three dark cells madeot boiler Iron, two ot them in the rear corners and one on the right side. No Unlit nor air can get into these cells. There is a ventil ation hole in the top of each, but no pipe, audit la not effectivo. There are throe urn. nlnrinvs. about 12x15 inches In sis and grated with iron, opening Into the Jail room near the celling, one into the rear be tween the two cell and one On ach side. Thoie let In but little aft or light. Heat In winter Is supplied by a common stove , in the front end. There Is no water In the building, nor apy provision made for wash ing, bathing or water closet, water is brought In when needed In a buckot. Tho usual bucket provision Is made for cloot purposes. Tliero wni one bunk furnished for use with a good mattress, bat the bed ding was dirty and vermin were present. The county lias but few prisoner during th year, and this Jail is used for temporary confinement both by the County of Colom bia and the Oily of 8t. Helen. When pris oner are kopt hi It they are locked up In tho dark and nnventllated cell, because it Is unsafe to let them out Into tbe room The practice of nding prisoners to th MultnomaheountyJi.il for keatdng Is the only thing that enable uch a worthies structure as this to be used at all. II tbe county Is ever going to care for its own prisoners, it must build mora secure Jail, and when It does the proper provision should be made for all tho necessary features of a decent Jail. Multnomah oounty can not always be depended upon Io Uav room for prisoner from other counties. Columbia county cares for Its poor on the Individual contract plan. When s county charge I reported the cominlsstoner in vestigate tbe case and, if latlsned, make a contract with om person to care for the particular Individual under consideration. The question of a reg ular poor farm ha been under cencldcra lion for some time, and It I to be hoped the county authorities will soon gather the poor together In one place and see tbat tbey re ceive proper care. At no time in the history of the conn try has pneumonia been eo prevalent a during the winter month of the lust two year, in time past a common cold was not considered at all serious, but of late year the great tendency of oolda to result in pneumonia has made people apprehensive. The trouble ia that colds are not always properly treated. No prop&ratlon containing opium, wild cherry or chloroform should be used, as they have a tendency to dry up a cold, whereas it should be loosened and tho lung relioved. It hn been observed tbat when Chamber lain' Cough Remedy is used tho cold noyer results in pneumonia. The reason is that thi remedy stimulates tho mucous membrane which Hue the throat and lungs, to a healthy notion causes a free expectoration, throwing off the poisonous matter, and - coun teracts sny tendency toward pneu- I mouia. . for tale by Edwin Koes. r,7l 84 U 10 SCAPFOOfsK. , Tl. around la nnvered with tbo "beauti ful" to th depth of 'U Indies and splendid prospects lor more, aiso com anu ury ; mur mometer 10 degrees above scro; excellent sleighing.
