counties included in the list will be
taxed and subject to the will of the
majority, whose interests are and who
reside in Portland, and where most or
nearly all of the improvements will be

United States senators emphasises the
importance of an early change to the
ballot-box to make these selections.
With all our boasted freedom, there
are more elements of pure democracy
in the British empire than in this re
. public, and it is time that the people
should be sovereign in fact as wull as
in theory. The present method of
- electing members to the highest branch
of congress gives many opportunites
for the caucus to assert its supremacy
and the influence of gold to be exerted.
If it is admitted that the better class of
the population constant the law-mak
ers; yet, frequently, if a small number
are susceptible to corrupting influences,
the wishes of the electors can be
thwarted the same as in the most des
potic government. The framers of the
constitution aimed at free and pure in
stitutions, and undoubtedly should re
ceive credit for the statesmanship they
exhibited; but in the phenomenal
growth of tbe country corrupting
agencies have developed into active
life, and, in a certain degree ' have un
dermined the fabric. It is therefore
time for the power delegated by the
people to be recalled, and for them to
assert thcic sovereignty. This is par
ticularly true in tbe election of United
States senators and, perhaps also, in
the Selection of chief magistrate.

Senate joint resolution not allowing
cities, towns or school districts to go in
debt beyond 5 per cent, of their taxa
ble property was adopted, and that to
amend section 1 article 9 of the cap
stitution, bearing upon the mode of
taxation, lost by a vote of 14 to 13.
The house joint resolution relative to
the naturalisation of white foreigners
was adopted, as also was that to amend
section 35 article 1 of the constitution.
The vote on the latter was 20 to 8.
Senate bill to incorporate Spring
field was returned to the house and on
request passed.
Woodward's bill to enlarge the du
ties of surveyors was read a second
time and referred to the judiciary
committee.
Black man's bill relative to persons
incompetent to testify, and Cameron's
bill for the payment of orders by tbe
county courts were read a third time
and passed. Huston's bill relative to
pointing firearms was read a third
time and again referred.

ered the same ground as King's bill.
Senator Blackman is much pleased at
the passage of his measure. He worked
like a slave for the passage of the road
bills two years ago, and is gratified
now to be able to secure for bis coun
ties, Morrow and Grant, more money
than be could have secured at the last
session, namely from 115,000 to f 19,
000. Tbe bill will now eo to the gov
ernor for his signature.

The adjournment ot congress, and
consequent loss of a day by both bouse
and senate, on account of tbe death of
some man who is or has buen promi
nent in public life has been so frequent
at this session that the abolishment of
the custom is being Beriously talked of
in congressional circles. .Ex-Speaker
Heed said on this subject: "It strikes
me that this adjournment business is
carried too far. It is all well enough
in certain instances, but iu others it is
simply a hollow mockery that takes
the form of an excuse to shirk work."
Representative Burrows, of Michigan,
said : "Tbe meaning of these frequent
adjournments is that the house does
not intend to do any business at this
session. But they do no harm, for the
democratic party is always safe when
going to a funeral." Bepresentative
Stewart, of Illinois, asks this conun
drum : "If we adjourn twice a week on
account of somebody's death when the
population is only 60,000,000, how
many days will we be in session when
there are ten times sixty million and
the prominent men increase in pro
portion T" Tbe question may be
shirked new, but sooner or later it will
have to be met and settled, and there
is only one common sense way to do it
New Mexico, Oklahoma and Utah

publican senators held this week. It
has not been fully decided whether the
three territories will be admitted in one
