A flashlight photograph of a member of the City council In tho act of accept ing money from a "decoy" promoter, It is Haiti, will be one of the strong est features of the evidence to be presented tomorrow, when seven members of the council and two for mer bank officials are to be given a preliminary hearing on charges of bribery, corrupt solicitation and oth er illegal acts, brought by the Voters' League. No additional arrests were made today and It is said none are likely to be made until after the hearing tomorrow morning.
