Attempt of ilrilM-ry,
PITTSnUHO, Pa., Dec. 22. A
flashlight photograph of a member of
the City council In tho act of accept
ing money from a "decoy" promoter,
It is Haiti, will be one of the strong
est features of the evidence to be
presented tomorrow, when seven
members of the council and two for
mer bank officials are to be given a
preliminary hearing on charges of
bribery, corrupt solicitation and oth
er illegal acts, brought by the Voters'
League.
No additional arrests were made
today and It is said none are likely
to be made until after the hearing
tomorrow morning. All who, tho de
tectives think, may possibly be want
ed later are being kept under sur
veillance, officers being on guard at
all city and suburban stations.

Huh I (lea the Councilmun, the IIiihIi
Ilght photograph Is suld to show an
agent for the Hulling Detective
Agency of Scrunton, Pa., which work
ed up the case. This mnn Is reported
to have posed as a member of a firm
anxious to sell wooden paving
blocks to the city, and to have be
come very luttuiute with the council
man. With other detectives conceal
ed within hearing distance, tho coun
cilman Is alleged to hnvo heeu Induc
ed to tell of the negotiations to se
cure the passage of the legislation,
to name other members who were to
share lu the bribe and to say that the
mem bora were tired of promises nnd
wanted to see tho real money. The
detective peeled off $100 and $r00
bills from a large roll and, Just ns
the councilman reached for his nl
lutineiit, Hie Hash was ignited, when
the councilman, it ls aald, brolie
down and wopt, and when he accused
his companion of trapping bhn, there
was no denial. Then an officer ap
peared nnd mado the arrest.
It Is prnctlcully admitted that n
number of decoy contractors and pro
moters were Introduced to trap coun
cil men and that many temptations
have been offered members during
the lust six months.
In some nuarters it la be Mo veil
that Mayor Guthrie was back of (he
project, he having been an nttorney
for tho Voters' League some years
ago when it made a tight aguiust a
street-Car lino.
Tho Mayor opposed the city depos
itories legislation from the first, re
fusing to innkH contracts authorized
by the council because the depositor
ies elected were to pay but 2 per
cent on dally balances, while other
ban ks had offered 2 y per cent.
