Enough now to say that Senator Mitchell was. He still Is Sen- nominally but that title to him la not even the shadow of a name the name that has dominated the politics of Oregon nearly forty year9. The only wonder is that this exposure has been delayed so long. K. of P. Notice. In connection with its report of the confession of Judf-e A. H. Tanner, of Portland, showing that his law partner, U. S. Senator John II. Mitchell, re ceived illegal fees for his services bo fore the departments of government in "Washington, D. C, the Portland Ore- gonian gives fac simile a letter from Senator Mitchell to Judge Tanner, gardlng their business affairs, urging Tanner to use tho strictest secrecy and also reproduces in tho same way three checks for sums aggregating 82100 paid to Mitchell & Tanner by Fred A. Kribs, tho timber land dealer, which It is inferred were for Mitchell's services before tho U. S. land depart ment. A contract between Mitchell and Tanner, dated March 5, 1001, shows that Mitchell was to havo all the fees received for work before the de partments in Washington. Another contract written last Decembor, but dated back to March 5, 11)01, showed that these fees were to go to Tanner, but the latter now confesses that he perjured himself when he testified be fore the grand jury that this was the original agreement. This last agree ment was typewritten by Judge Tan ner's son, and It was to save the lattor from being drawn Into the conspiracy that Tanner conferscd. With Buch apparently incontrovert ible evldonce of Mitchell's guilt, it will now be interesting to watch the antics of the shifty politicians in the Oregon legislature who went out of their way last week to pass resolutions strongly endorsing li Ira. Will they again stultify themselves by rescinding tholr fprmer action and postponing final adjourn ment until after Mitchell's trial no thoy could name his successor? Such action would be a virtual acknowledgment of Mitchell's guilt, and would also post pone for months the date upon which nearly all legislation enacted at this session would go Into elTect. Tn any event, by their uncalled-for action thoy liavo alroady brought discredit upon themselvos and upon tho state. Downfall of Mitchell. The Portland Orugonian, which has antagonized John II. Mitchell ever since his llrst olectlon to the United States Sonato, until since his last elec tion In 11)01, has this to say concerning Judge Tannor'B confession, under the caption, "It Is The End": It does not become Tho Oregonlan to say very much at this tlmo about the disclosures made through A. II. Tan ner's confossion yesterday, in Judge lielllngor's court. There needs no homily on tho moral olToct of this con fossion on tho position and fortunes of John II. Mitchell. Almost alone dur ing many years, Tho Oregonlan was a crltlo, accuser ami opponent of Mr, Mitchell. Many thought It was censur ing him without just cause. These peraons nowsuch of them as survivo a-tnay be disposed to revlso tho harsh opinion of Tho Oregonlan which thoy entertalnod at that time, and for long afterward. Tho wisest thing Mr. Tanner could have done was to toll the truth, though It involved a most humiliating confes- alon of mlBconduct and guilt, on his own part. When a man is wrong tho proper thing for him to do is to got ttgiujal tbo very Ural moment he can, regardless of everything else. The proofs In tho hands of District Attor ney tleney wore decisive. Mr, Tanner know what they wore; and It was cred liable to him as a father that he re- fused further to imperil and to dis grace his son. But though the part and place of Mr, Tanner are Important In the dovelop ment of this remarkable drama, he la but a minor figure In It. The chief fig ure tho man In high place whom Ihta confession Involvos, and who now can make no defense let no one now name him but with pity. It Is such a fall! Superfluous ll is to say that such career and such a fall point the most Impressive moral that the history of Oregon has known. To think of that apeoch of solemn denial, made with emotion and tears, and of the denunci ation and defiance, In the Senate, less than one month ago, and then to have this revelation! Besides the ono with whom she re sided at the time of her death, Miss Casebeer 1b survived by three other brothers: James Casebeer, of Montana; W. II. Casebeer, of Baker City, Ore., and J. L. Casebeer, of Roseburg; also a sister, Mrs. Kathertne Randall, of Lebanon, Ore., who will arrive here on the local train this evening. The funeral will bo held from Syl vester Casebeer's home, on Deer Creek, tomorrow morning at 10 o'clock. In terment In the family burial plot at the French Settlement cemetery, 12 miles west of Roseburg. Services will be conducted at tho grave by Rev. Geo. U. Bennett, of the M.
