The president bas nominated Joseph
H. Kibley to be governor of Arizona.
Johan Hocb, the notorious bigamist,
under arrest at Chicago for murdering
his wives, bas confessed to having
married 13 women but denies that he
killed any of them. The police have
evidence that Hoch bas been married
at least 19 times.
Four members of the California
State senate have been indicted for ac
cepting bribes for the particular pur
pose of influencing legislation, the spe
cific charge being tbe guarantee of
immunity for two building and loan as
sociations. The Kansas legislature has passed a
bill providing that women of that state
may vote for presidential electors.
Attorney General Moody bas ordered

liveliest sensations yot developed id the
land frauds cases came this afternoon
when Judge A. H. Tanner, one of the
most prominent attorneys In Portland
and law partner of U. S. Senator John
H. Mitchell, made a full confession in
Judge Bellinger's court. Judge Tan
ner was recently indicted ly the fed-,
oral grand jury for perjury in the
land frauds cases. Tanner admitted
that the partnership agreement which1'
he furnished to. the grand jury recently
when testifylng'for Senator Mitchell,
was made up within tbe past three
months, Instead of earlier as alien
stated. That was done to prevent
Mitchell from, being caughp on indict
ments later. He thereby adjntts that
he swore to a falsehood .and that
Mitchell received money for Illegal

Prof. 01 C. Brown returned this
morning from Salem. It now seems
probable that the State Normal School
at Drain will dually receive due recog
nition at the hands of the present legis
lature. Two bills, one In the bouse
and one in the senate, having for their
object the abolishing of the Drain
Normal school, were killed when
brought up for passage Friday. The
recommendation of the.ways and means
committee allQwing this school $21,000
for maintenance for two years will
probably be adopted. . '

court, Todd is accused by his aged

Home, with leaving behind, 1.60 in
unpaid debts. A few days ago Todd
sold his residence property in: West
Roseburg and tbis morning he depart-

Salem, Feb. 10. After a boated dis
cussion and by a vote of 3G to 22, the
House today refused to pass the Cald
well bill providing for the abolition of
the Drain Normal school, while the
Haines bill providing for the same
thing met a like fate lathe Senate by
a vote of 14 to 12 with 4 absent. Dis,
ousslon was lively and pointed In both
Houses. Haines made a long speech
in support of his measure; but. Booth,
Coshow and Kuykendall eaoh spoke
opposing tho bill, the discussion oc
cupying most of the forenoon. There
prevailed a strong Bentiment against
reducing the capacity of the state to
provide teachers to keep pace with the
demand.

spending something like $250,000 more
than tho last for the ordinary Items of
expense. .
The largest apprqprlatlon bill of the
session was made up tonigbt and will
be Introduced In the House tomorrow
morning. It foots up a little over
$1,000,000, and includes $500,000 for
the insane asylum, the other $500,000
being for educational, penal und elee
mosynary Institutions. .
Tbe first appropriation bill intro
duced was the deficiency bill for $133,
147, and the next bill for salaries and
departments, aggregating ' $454,041.
There will be one bill In addition to
the bill prepared tonight, muking ap
propriations for the charitable insti
tutions and Historical Society in Port
land, the items of which will amount
to$30,000. ;
