The Astohian bids welcome to the knightly delegations that meet. here to-day, and who honor Astoria with their presence. They typify one of the finest phases of friendly fealty that adorns the pages of history and make fraternal fellowship not alone a silent precept, but an active duty. In this cold, hard, grasping world it is well that such organizations ex-v ist; their presence and existence has a softening, humanizing influence on the spirit of commercial selfishness that dominates the age. Hail, and welcome, visiting knights! May your sojourn be satisfactory, and the recollection of your visit be a pleasant retrospect to frame in after thought and hang upon the walls of Memory's picture gallery. . mm m When war comes in Europe, as it must come some time, it will be seen that a new era has beguu in the art of destruction. The Belgian historian, Emile de Lave! eye, sums up in an ar ticle in the Forum for October the terrible factors of the next conflict The civil war in the United-States was but child's play in comparison. With Russia and France on one side and Germany, Austria and Italy on the other, seven millions of men can be instantly put in the field, with ten millions in reserve. The facilities for concentration and the improved arms are such that more men may be easily killed in one day than have ever be fore been killed in a whole war. The continuous preparations for war, even when there is no thought of its imme diate occurrence, are far greater and more expensive than ever before. France has surrounded her frontiers and her capital with a continu ous line of forts and entrenchments. Germany has made Metz, Strasburg, Mayence and Cologne gigantic fort resses, which seem absolutely impreg nable. Italy has fortified her Alpine passes, her seaports, and even the Eternal city itse. Belgum is spend ing 40,000,000 f in the construction of redoubts, with cupolas of steel, to close the passage by the Maas valley. The war budgets are everywhere in creasing in enormous proportions "And it is under this continual men ace of the most frightful shock of arm ies that our planet will ever have looked upon," writes M. de Laveleye, "that we live. And the most extraor dinary thing is, that we get used to it. We go about our business, our pleas ures: we rush in crowds from all parts to the Paris exhibition, while each one savs: t maJ' be fr to-morrow!' " " It will be remembered that during the last days of Cleveland's admin istration the government's loans to national banks were increased to about $60,000,000. General Harrison during the campaign promised that the amount should be decreased, since it was widely.claimed that most of the loans were made in favor of politicians and were not in the interest of the peo ple. That promise is being fulfilled. The aggregate has been decreased to about 40,000,000 since March, and before congress convenes it will comedown to probably $25,000,000. .uie money is uemg applied as rapidly as possible to the purchase of outstanding bonds, extinguishment of the national debt, and the applica tion of the money to the purchase of bonds in the open market is so great ly in excess of the reduction of the loans to the national banks, that no fear can possibly be entertained in any quarter, that the calling in of the loans will distress or affect the money market. It may affect the volume of the operating funds of a few national banks, but it cannot, in the least de gree, make an impression upon the circulating medium of the country. Commissioner Geoff, of- the land office has decided the case of Fred Hansel, of Benson,- Minn -where the title to a homestead wus disputed on the ground that he did not establish his residence within six months. The commissioner holds that as his intention to establish was shown by his subsequent course in be coming a permanent resident on the land the failure to comply with the strict letter of the law does not invali date his claim. The largest republic in the world is that of the United States of Amer ica, which contains "3,260,000 square miles, being almost equal in extent to Europe, which has fifty-nine king doms, empires, principalities and re- publics. Specials to The Astorian. Portland. Oct 7. The new steam ers lone and Typhoon in the boat yard south of the narrow gauge rail road depot areboth ready for their machinery. The Wonder at the Wil lamette ship yard is being rapidly pushed to completion. The Moun tain Queen is having her machinery put in to-day. Judge Lorenzo Sawyer in the United States circuit court this morn ing rendered a decision in the case of the United States vs. The Dalles Military Road company, et. aL, giv ing judgment in favor of defendants. Judge Sawyer holds that having constructed the road the company was not under obligations to main tain it The case is a very important one and one that has aroused much interest. This afternoon Capt James Ken nington late in command of B com panp 14th Infantry, U.S.A., stationed at Vancouver barracks was arrested on complaint of his wife and charged with dangerous insanity. He was examined this afternoon in the county jail by Dr. A. S. Nichols who recom mended that he be treated at Salem. While undergoing his examination he was very quiet and showed no evi dence of insanity beyond partial loss of memory. Mrs. Kennington testified that he has frequently threatened to murder his own family including her self: Last week he assaulted his son with a swerd: wound received at Fredericksburg in the war is thought to be the cause. Captain Sanders, of the ship Wild- wood, as has been stated, has decided to give up the seafaring life and settle down m Tacoma. it is the captain's intention to start a wholesale fish depot here. He will build a dock on the water front and place a warehouse and refrigerator on it as soon as possi ble. The fish, as soon as brought in, will be placed in the refrigerator and frozen stiff and then sent east, solving a problem wliich ha3 long troubled the fish consuming people of the east, viz: how to get fresh sal mon without coming out here.
