Hawaii having como into the Union by treuty, und not by conquest, thero will bo no military government, as in the case of Porto Rice and the Philippines, but a civil power will be created from tho start. In a general way the courts und ordinary machinery uf tho fedcrul government will be extended to tho Islands without much alteration, but provision will probably bo made for a certain degree of local control or taxation und expenditures. .There will boa suffrage based upon education und property qualifications, aud tho members or tho commission believe they have ovolycd a system or colonial government which will reserve full power to the president and congress, and at tho same time prove sufficiently clastic to give tho govern ing clasfes In tho Island control of local Improvomctjtsand tho direction or colonial affulrs.
