question has ascertained that as high
as four our of six uppllcants for
notaries havo failed to send In their

taries cannot make out and execute
correctly their own bonds, What can

should bo appointed solely on account

pruno business permanently estab
lished on u paying basis, a practical

made on the subject by II. II. Miller,

A special to the Chicago Tribune
from Washington says: It is probable
that the report of tho Hawaiian
commission will favor a liberal form
of government ror the Island tnau has
generally been expected. The mem
bers have favorably considered a
proposition to glvo tho Islauds a rep
resentative in tho houa with u voto
In which regard he would rank with
tnc representatives, and not with tho
delegates from Arizona. New Mexico
und Cklohotua, who have tho
prlvelco of talking, but not tho
right of voting.
Tho government suggested ror the
Island will In all probability be an
advance on the present organized
territories, but. or pourse, will not
contemplate statehood. Scvcrul mem
bers or the commission go to the ex
tent or believing that Hawaii should
have representation in tho senate,
though probably without a voto. This
feature, however, may not appear In
tho report.
Tho distance or the Islands from
the Mat of government necessitates
tho granting of moro power for local
government than Is given to tho
present orgunlzed territories, but the
governor and other Important oillcera
will, of course, be appointed in
Washington. Hawaii having como
into the Union by treuty, und not by
conquest, thero will bo no military
government, as in the case of Porto
Rice and the Philippines, but a civil
power will be created from tho start.
In a general way the courts und
ordinary machinery uf tho fedcrul
government will be extended to tho
Islands without much alteration,
but provision will probably bo made
for a certain degree of local control
or taxation und expenditures.
.There will boa suffrage based upon
education und property qualifications,
aud tho members or tho commission
believe they have ovolycd a system
or colonial government which will
reserve full power to the president and
congress, and at tho same time prove
sufficiently clastic to give tho govern
ing clasfes In tho Island control of
local Improvomctjtsand tho direction
or colonial affulrs.
When the Hawaiian commission
left this country tho president In
structed them to kcop In mind
tho possessions acquired by tho war,
und the government which will oc
recommended ror tho Hawaiian
Islunds will serve as u model ror that
or the Philippines and Porto Rice.
