In this order the rommander-luchief says: "The junior vice-commauder of tho department of Louisiana und Mississippi having refused to be governed by tho action of the 25tb national encampment at Detroit, and having failed to comply v)ih the orders fioni these lieudquiirtt-i- to lecognizc the colored potte, It I comes the duty of the commander-in-chief to suspend him, which beruby dy. "For some six mouths these co'ored posts were recognized by the department of Louisiana, after which, by Illegal action, they re fused to have any further connection with them, giving as the ground fin mi i'h notion, the asbertlou that .hew posts contained many members who were not eligible to membership, but furbishing no proof thereof. Out of this Illegal action more than an other the present deplorable trouble has grown. To removo all ground- of trouble or suspicion in tills matter you will at once proceed to a thorough Inspection of these colored posts, examine the records as to the eligibility of every oue claiming membership and report to tho head quirtere the result of such inspec tion. If the situation in any of the posts Is shown to be us has been claimed, steps will at once be taken to annul tho charters of such posts. Never before in the history of Oil City and the oil country has suqIi a dtsusler, excitement aud turmoil been seen, as tbo city is now witnessing. At 11:45 yesterday morning, tho city aud the country for miles around, was startled by two explosions, oc curring almost simultaneously. Oil creek was n raging torrent, aud fully a thousand people were watching tho waters. About 11:30 a gieen fluid was notion! on the water. This increased In quantity aud finally colored almost tbo entire waters of the creek. The smell of gas and oil vas preemptible, and the danger of flro was commented upon. The words were scatcely uttered when i wo hundred yards up the stream i muss of fl lines shot beaveuwurd. The people stampeded like cattle and started for tho hills. Scarcely had ihey started when the explosion rent toe air, and tue entire ctecK tor a hundred feet seemed oue sect hi Dp mass of ilame and smoke. The panic-stricken crowds shrieked madly In its efforts to escape Women and children were tramplui under root aim some aro severe.; orulsed, An engine on the Western New York & Pennsylvania railroad passtd a tank of gasoline standing on a stdiug. The tank was leaking, and as the engine passed a mubs ol flames shot out into the air and the eurlh seemed to shako with an awful tremor. It Is supposed the engineer and fireman were killed by the force of the explosion. In an Instant the firo swept madly iver tho entire upper part of the city, which was flooded by the oily water from tho creek. Men, women and childreu, who were moving from their homes, were caught by the deadly flames, and if not burned to death outright, were drowned In the raging liood. Ohattly bodies were taken from tbo flood, nud- are now lying on the railroad track unrecognized. It is impossible to give an estimate of the number of lives lost. For miles up tho creek on both sides, everything is in ruins aud hundreds of families are rendered homeless. Very little, If any, properly was saved, aud the sky for miles around is still black with tho smoke from the burning dwellings nud oil lanks. When the explosions occurred tho people were knocked down from tho force of tho shocks, and overy window within a radius of two blocks was broken. Tho panic during tho hoight of tho oxcltement was something fearful, and it Is remarkable that no one wus killed by tho horses aud tho wild and frantic mob. Tho water In Oil creek is falling slowly now, and it is hoped the woist is over. In the uppet part of town about 100 dwellings weio destroyed by fire, and owlug to tho depth of tho water the lire department was helpless. This part of tho city is blocaded with lumber, , sheds and loofs of houses, which havo floated down. Tho sight from the hilltops about town is awful, and beyond descrip tion. Tho Perry street and Franklin street Iron bridges are swept away, scores of cheap duellings lu the lower part of the city destroyed, nnd a large uum ber of lives lost. Some were burned but tho majority were drow ned When morning broke, hundreds of anxious people looked out of the windows, or stood on the roofs of their houses, wnitiug for a hclpinir hand and trembling for their fato ro add to the Horror ol too scene, rain fell in torrents, aud fire broke out in tho refineries at different points. The burning oil swept down a raging current, nnd com- mulcated to tbo manufacturing es tablishments and houses, and the destruction was Increased a hundred fold. At a lute hour tonight tbo loss of life here, according to a conservative estimate, is 35. This Is entirely within the city, while the news from tributary towns show a proportion ale loss. Fully a third of the busi ness and residence nortlon of the city is a mas-3 of charred embers, over which the waters rush with unabated fury. I'lie streets are tilled with crowds of wet, hungry, homeless and despairing men, wom en nnd children, most of whom lost their loved home aud all their prop erty. It is simply impossible to give any Idea of tho horrible scenes en acted. Men with boats and ropts battled manfully with the current, and hundreds of people, captives in their own homes on account of tho surrounding waters, woro rescued Fully fifty people aro yet unaccount ed for, aud at the present condition it Is impossible to correctly state the number actually drowned and burned. Five persons weregrasping a piece of timber with prospects of landing safely. When they drifted in tbo proximity of au oil tank, the tank exploded, and in n moment tho men wero enveloped in flames aud death came speedily to relieve their Bufferings. A mother with a babe clasped to her breast, and cling ing to a plank, drifted toward the depot, around which the waters were rushing furiously. From tho evidence given before the police magistrate, before whom Douglas was arraigned yesterday at Paddington, it appears that the pris- o ler met the girl as she was retur. ing to her home. He accosted her and walked with her. He made 1 iproper proposals to her, and of f red her a sum of money if she would accompany him. The girl refused. They wero in a lonely lo cality, und when he saw that Flor ence would not do as he wished, he tried to force her. The ghl strug gled desperalely, young ns she wns, and her dre.-s was nearly torn from her. She mauaged to escape from the grasp of Douglas, who had thrown her down, und, springing to her feet, dashed awav from her ns Hiilnnt. A short time afterward Dmiglas met tbo 10 year-old sister of Florence, who was walking along the road, and the miscreant at tempted to assault her. The cries of the child attracted the attention of a man who ran to see what the trouble was, and who grasped Doug 1 is. He made a most desperate re sistance, fighting and biting in his efforts to break away from his cap tor. It was no use; and then, wheedling aud whining, he set forth the terrible disgiace that would come upon him if his disgrace was made public, and oileied Ids captor a large sum of money if he wou'dullow bim to escape, but the captor, keeping a fhin hold of him, marched him along until he met a constable, to whom he gave his prisoner in cus tody.
