Secretary of tho Treasury Wimloin hna deci ded to refuse the renowal of tho loaso to tho Alaska commercial company, wmuu, Biuce ioiu ua9 nan a monop oly of tho Alaska seal fishing to tho exclusion of all other seal hunters. secretary Wludom has deckled to throw the privilege open to general competition aud will advertiso for bids, for letting tho lease to tho highest bidder or any company which will glvo tho largest sum and guarantee to tho government. By an act ot last congress tho secretary was authorized to renow tho leaso of ttio old company, or to glvo tho privilege to whom ho pleased. Tho matter has been given careful con sideration by tho secretary and his advisers for two weeks, almost to tho total exclusion of other matters. Solicitor Hophbum and Attornoy Qencral Miller wero asked for IcRal opinions and decided that under tho act of Cougress tho secretary had full power to renew tho old lease without bids, aud could use his own judgment. Advertisements will bo Issued for publication in a few duys, when tho form of contract has been fully decided upon. It will undoubt edly bo llko that under which the Alaska company has been working sluco 1870. Tho now contractors will bo required to furnish natives employed In fisheries with all the materials for curing their winter's supply of meat aud to glvo forty tons of coal to each village on tho Islands of St. Paul and St. George; moro than this, tho company must maintain schools for Indian children on these two Islands ahd must kill only n certain number of seals each year. While tho treasury depart ment has been considering this view of tho matter tho socretary of state has beon at work, hoping to mako a pacific arrungemont with tho English forolgn affairs olllco, to glvo tho bidders u feeling of security and warrant tliattholr rights will bo protected. A special from Spokano Falls savs that the WP?$ ,tUllt IJ''ton, tho murderer of Click, at Colfax yesterday, was lynched last nlgl.t Is unfounded, Ho Is lodged In jail, aud tho trial Is set for next week. Dtanton lives at Oakcsdale, and 1ms tho reputation or being a very "bad" man. His townsmen speak strongly against him. Ho Is 64 years of age. Ulunton w l probably hang, as many men will swear he made frequent threats to kill both Doblo and Click. On the day ho went to Colfax ho said: "If tho grand Jury Had a true bill against mo, I'll llx 'email." Blanton is well known to all old Salcmites. He was a former resi dent of Marlon county, and now has a brother and other relatives living uear Salem who nro well respected citizens and neighbors Blanton, who Is spoken of In the tel egram was always a hard ease, and his parents had no control over him at tho State Fair along about the year 18U8 ho cut and stabbed a boy, named Jones, In a horrlblo manner. Tho boy who was assaulted lived and has crown Into manhood and eau bo seen In "Salem overy day, and with him ho carries tho marks of that bloody ossault. In 1800 ho walked Into tho storo of S. Fried man, who was doing business at the comer of State and Commercial, and threatened to take Mr. Friedman's life because ho refused to credit him lor a tilt's worth of tobacco. Murphy was sherill at tho time with Boynolds as deputy. Mr. Friedman swore out a warrant for Wanton's arrest, and soon alter Blanton eamo Into tho storo disguised, and begged of Mr Friedman to withdraw tho warrant and let him go, to which ho consented. Deputy Jleyuold? arrested him howover, and It was hard work for him to eseupe from tho pen. Several years alter this Blanton entered the saloon run by John Foy, and because Foy refused to glvo him a drink, ho shot at him and for this was sent up to servo one year In tho peniten tiary. Ho left tho state shortly after ho was released from ' the peniten tiary but has continually been In trouble.
