Survey all State employees and any other purchasers of space in State-owned parking lots to determine their number of trips, passenger carried, and their use and knowledge of the availability of mass transit 16. Turn off all hot water heaters in state facilities except where the hot water provided is essential for health, job per formance or food preparation. This declaration will remain in effect until further notice. I recognize that some of these actions will require substantial planning and negotiation with public or private interests. I will accede to special consi derations, but only as deter mined by the Director of the Department of General Servi- ces, and, through the appeal process, by me. Additional directives will be necessary later concerning conservation measures espe cially applicable to fall and win ter. These will be issued at an appropriate time and made a part of this Order.
