Rogers Morton, New Secretary Of The Interior Congressman Rogers C.B. Morton (R), Maryland, has re cently been appointedSecretary of the Interior by President Richard Nixon. Little known by most people in the West, his biography is presented, as fol lows; Rogers Morton is a huge man, six feet 7, whose kinship with the elements ofearth, air, and water parallels his 56 years. He first ran for Congress in 1962 be cause of his concern for the na tional environment and for the future of the mightyChesapeake Bay. Then, as now, Morton operated a farm andcommercial cattle feeding enterprise on the Eastern Shore of Maryland. From election to the 88th Con gress, and in each succeeding Congress, Rep. Morton has been a strong voice of conservation. During his first six years in the House of Representatives, he served on the Committee onln- terior and Insular Affairs and on the Merchant Marine and Fisheries Committee. Astrong supporter of realistic proposals for preserving and conserving wilderness areas and creating national parks, he drafted the basic legislation creating the Assateague Island National Sea shore, enacted in 1965. While serving on the Public Land Law Review Commission, Morton worked on establishing a new government policy for the even tual determination of millions of square miles of public pro perty. He assisted in drafting the legislation authorizing the preservation of the estuarine areas, enacted in 1968. He was responsible for legislation that authorized the Chesapeake Bay study and hydraulic model. In the 91st Con gress, Rogers Morton has been House sponsor of President Ni xon’s major environmental pro- gram--the first comprehensive Federal effort in this area and has served on the powerful Ways and Means Committee. In 1970, Rep. Morton said, “One of the greatest challenges which faces us in the coming years, one which can offer the greatest hope from being con demned to living in a veritable trash heap, is the concept of land use planning. The Na tional Land Use Planning bill, introduced by Morton in the House, is now pending in the 91st Congress. Since he entered Congress, Rogers Morton’s record has been a roll call of concern for the land of America, He has labored to save its space, its water, its air, and its cities from self-ruination, He knows every environment, He is at home with the land as a farmer, the water as an avid fisher man and sailor, and the air as a private pilot. His ineterst and his work have extended beyond the coast lines of the United States. As Ranking Minority Member of the Territorial Subcommittee, he has one of two Congressional members appointed to the U.S.- Puerto Rico Commission on the status of that commonwealth. Morton played a significant role in legislation which authorized elected governors of Guam and the Virgin Islands. Twice, he traveled to the South Pacific to inspect administration of the Trust Territory. Morton has known politics all his life. He was born in Louis ville, Kentucky, to a family long active in public life in that state. His older brother, Thrus- ton Morton, served in both the House and the U.S. Senate until his retirement in 1968. The younger Morton worked in his brother’s campaigns in Ken tucky, source material for the best anecdotes of both Mortons. Rogers Morton attended Wood berry Forest School in Virgi nia, went on to Yale University and graduated in 1937. In 1943, he entered the army as a pri vate, served with the field artil lery in the European Theatre, and came out a captain. He joined the family business of Ballard and Ballard Company, held various administrative posts including President, until merger with the PillsburyCom- pany in 1951. In 1968, after he had served three terms in Congress, Rep. Morton was asked by Richard Nixon to be floor manager of his bid for the Presidential nomination at the Republican convention in Miami. Morton accepted and Mr. Nixon was nominated on the first roll call. Then, the towering Marylander placed the name of his Go vernor, Spiro T. Agnew, before the convention as candidate for Vice President. The following April, President Nixon reques ted that Mr. Morton assume the Chairmanship of the Republican National Committee, a post that Thruston Morton held during the Eisenhower years. Rogers Morton accepted the Chairman ship without compensation and in the 1970 off-year election he played a dual role . . .running for re-election himself andcam- paigning across the nation for Republican candidates. Somehow, Rog Morton has found time to serve in capa cities outside politics. He has been on the Advisory Board of the Air Trainingcommand, U.S. Air Force. The Board en gages in problem solving and consulting services to the Air Force and the position took Morton to air installations throughout the world.
