Bids will be received by the City Recorder of the City of Nyssa up to and including 8 o'clock P. M. of September 8th 1941, at which time and at the City Hall in Nyssa, Ore gon, all such bids for such bonds shalled be publicly opened and the bonds will be sold to the highest re sponsible bidder for not less than par value and the entire amount of the accrued interest. In determining the highest bid re ceived, the Council of the City of Nyssa will take into consideration such preminurr.s as are offered, the interest rate and such items of cost as may be charged by the bidder in connection with the purchase of the bonds.
