FISHER, Editor and Publisher THE CHARTER AMENDMENTS With the questions of prohibition, sales tax, oleo tax and the rest of the measures in today’s election disposed of, it is time for the people of Vernonia to be thinking about the charter amendments to be voted August 7. As will be noticed from the text which appears in an other column, there are four of the proposed amendments, which are briefly as follows: To permit the sale of property taken over by the city upon terms and at a price to be fixed by a board of appraisers; to provide for the accep tance of unpaid bonds, coupons and warrants of the city in payment of property bought from the city; to authorize the acceptance of unpaid bonds, coupons and warrants of the city in payment of street and sewer assessments; to substitute the election of marshal and recorder by the people for the present method of appointment by mayor with consent of the council. The first, this newspaper believes, would be a distinct advantage to the city and the taxpayers if passed. The city now has in possession property taken over for non payment of assessments, and probably will be forced in the future to take over more. Under the present law this can be sold for not less than the amount of the claims against it, and for cash. Such a requirement at best slows up sales and under present conditions prevents them al together. Idle property in the hands of the city is not merely useless; it is a source of a certain amount of expense, and is off the tax roll. By so modifying requirments for pur chase that people can afford to buy the property, there is a chance of its being restored to usefulness, and it again becomes taxable. The second and third permitting the acceptance of securities of the city in payment for property bought from the city and for assessments, are arousing considerable discussion. A more extended discussion of these proposed amendments will be reserved until a later issue. Concerning the last measure in the list, this newspaper has already expressed an opinion, and may reiterate it. Suffice it just now to say that the Eagle believes the plan of electing the marshal a mistake. To elect the recorder may be something of an advantage, but it is more than offset by the provision including the marshal, and should be defeated.
