Public hearings to consider adoption of the “Smart Development” Ordinance are scheduled before the Vernonia Planning Commission on July 17, 2003 at 6:30 p.m. and before Vernonia City Council on August 4, 2003 at 6:30 p.m. in the Council Cham bers of City Hall, 1001 Bridge Street, Ver nonia, Oregon. The “Smart Development" Ordinance would amend the Vernonia De velopment Code, Vernonia Ordinance 711 to incorporate “Smart Growth" Develop ment principles in the General Residential zone and portions of the General Commer cial zone. The General Commercial zone will not be immediately affected, but a new “Downtown Zone" will be created, the boundaries of which will be decided at a fu ture date to include portions o, the General Commercial zone in the downtown area, and possibly a limited number of properties in the General Residential zone. Citizens who own property within the zone proposed to be amended are being notified of this hearing. The City of Vernonia has deter mined that adoption of this ordinance will affect the permissible uses of specific prop erty and may reduce the value of that prop erty. The “Smart Development" Ordinance is available for inspection at Vernonia City Hall located at 1001 Bridge Street. A copy of the “Smart Development" Ordinance is also available for purchase at a cost of $3.20. The Public Hearings are governed by Ver nonia Ordinance 711, ORS 197.763, ORS 197.005, ORS 197.175, and Oregon Statewide Land Use Goals 1,2,10, and 14, and OAR 660-025. A staff report will be available to the public at City Hall one week before the hearing, and may be copied for a nominal fee Failure to raise an issue in a hearing, in person or by letter or failure to provide statements or evidence sufficient to afford the decision-maker an opportunity to respond to the issue precludes appeal to the board based on that issue. Public testi mony is welcome, and written statements will be received before the hearing, if you cannot attend.
