Now he is using his 15 years of ex perience to develop his own plumbing business in the up per Nehalem valley. Since obtaining his con tractor’s license in the spring of 1995, Mack has been very busy, in fact he rarely lacks for work. If work slows down C o m m itte e s tu d ie s e ffe c tiv e n e s s o f c o u n ty c h a rte r The County C harter Re view Committee agreed last m onth that county govern ment could be improved with a home rule charter. They will now start working on the form they feel the charter should take. Two meetings are sched uled in Septem ber, on the 14th and 28th. The meetings are held 6-8 p.m. in room 308 at the county courthouse. At the last m eeting, the committee heard from county Finance Director Paul Dow ney, budget committee chair man Joe Taylor and Commis sioner Bill McDonald. Concerns expressed by the guests and by citizens in the audience ranged from lack of representation for citi zens outside the St. Helens/ Scappoose area to the cre ation of “sovereign” depart ments and the lack of a coor dinated effort caused by hav ing so many d e pa rtm e nt heads in elective positions. At th is tim e, the county treasurer, assessor, clerk, sheriff, surveyor, district attor ney and three commissioners are elected. Election of the district attorney is required by state law and will remain re gardless of any changes in the county charter. On Sept. 14, the commit tee will hear from Assessor Tom Linhares, Sheriff George Hulit and Treasurer Corene Carlstrom. The meetings are open to the public. Troy W. Vernonia Rural Fire District Chief Steve Weller expressed concern about the situation, recently, after a fire on Jeffer son Avenue. Now is time to en roll in CRP program Eligible farm owners or op erators have until Sept. 22 to submit bids for the 13th Con servation Reserve Program (CRP). Land accepted for the CRP may have to meet high er environmental and conser vation criteria than in previ ous years, however, because the U.S. Dep’t. of Agriculture will accept less acreage for the program. An nual rental payments for ap proved contracts will be made to those who convert eligible cropland to permanent cover.
