dence of a fundamental lack of respect for law among our
people. Vet it cannot but have some effect in weakening
that respect unconsciously or indirectly. And another
practical consequence is that it overloads the administra
tion of justice and diverts or divides its energies so that
they cannot be as effective as they ought to be in deal
with the problems of crime of the basic order.
