Oregon Monday, September 16, 1963 Eclipse Injured Many Eyes Despite Frequent Warnings NEW YORK (UPI) -The warn ing was circulated widely before handthat looking directly at the eclipse of the sun last July 20 could cause permanent eye dam age. But many who read or heard of the warnings looked anyway, Today, the National Society for the Prevention of Blindness, Inc., released statistics on a post- eclipse survey it made of ophthal mologists to determine the num ber of cases of eye damage. The total: 247 instances of dam age out of 276 patients examined. Secu rity precautions will be the sever est yet seen. Franco-German: West German Foreign Minister Gerhard Schroeder visits Paris this week and diplomats expect some hard talking. The French are 'disappointed in results of the six-month-old French-German al liance and complain that every time there is a policy showdown the Bonn eovcrnmont tends to side with the United States rather than with France. Church RUt: There is anxiety in the Vatican that the Greek Orthodox Church, which was one of the new major Christian groups that failed to send observers to the first session of the Ecumenical Council last year, again will go unrepresented in St. Peter's Basilica when the second session opens Sept. 29. Pope Paul Vf made an appeal last month for Christian reunion which was regarded as aimed es pecially at the Greek Orthodox. Greek Orthodox bishops are re ported opposed to attendance. They will not bend to Rome's claim of .papal primacy. Still Western-Minded: Fears that the Philippines was aligning itself with neutralist In donesia at the expense of Its Western alignments now appear to have been groundless. Both countries opposed establishment of the federation of Malaysia, which is supposed to be another anti-Communist bastion in South east Asia. But in recent weeks Filipino leaders have gone out of tlieir way to express their contin uing ties with the United States and their continuing stake in the Southeast Asia Treaty Organiza tion (SEATO). SEATO always has been opposed by Indonesia. QUAKE ROCKS JAPAN TOKYO (UPI) - A series of sharp earthquakes hit downtown Tokyo (or about a minute Satur day night. Upper stories of the city s taller buildings swayed no ticeably but there were no imme diate reports of damage. known of the risk of damage from the infra-red rays of the eclipsed sun, but had watched the solar spectacular anyway. Dr. John W. Fcrree, ex ecutive director of the society, said that undoubtedly more cases of damage will show latently. Children, for instance, who watched the eclipse with the naked eye, through sunglasses, or smoked glass might have imme diate damage but not mention it Yet. when their eyes arc examind perhaps years later, the opthal- mologist in checking the patient s history might find the eclipse still was the evil doer. Even so, he thinks the society's saturation campaign for safe viewing in advance of July 20 prevented a lot of damaged vision. We are definitely encouraged, he said in an interview. It was the first time the society has done an intense national education campaign in advance of an eclipse although it had Issued warnings in California and the Pacific Northwest in 19(10 when a partial Eclipse was visible in that area. In 1960, opthalmologists paged by the society's slate affiliates found eye damage to 75 children in Washington State and to 31 children and adults in Utah. In the current survey, Washing ton State reported 1 1 damage cas es, Utah none, said Ferree. On a stale by state breakdown of damage cases, the society said that California led with 30 cases; Illinois second with 25; Texas third with 19, followed by Mich igan with 15, Minnesota and Washington Slate with 11 each, and Missouri and Ohio with 10 each. Paper Charges Cambodia With Anti-Viet Nam Plot SAIGON (UPI) - The Times of Viet- Nam, an American-edited! newspaper which often reflects official Vietnamese views, charged Saturday that Cambodia is conspiring to overthrow Pres ident Ngo Dinh Diem's government. The newspaper said Prince Sihanouk, .the Cambodian chief of state hopes to line up "neutralist" support for a plan to bring South Viet Nam's internal troubles be fore the United Nations. The Times, quoting "informed foreign diplomatic sources," said the Cambodians will try to force the U. S. government to end its support of the Diem regime by threatening to include the United States with South Viet Nam in its U. N. protest. Early indications are that the campaign is not enjoying much success, the Times said. The newspaper said Sihanouk plans to further his campaign by setting up a Vietnamese "govern ment in exile" in Phnom Penh, the Cambodian capital.
