The communications link, de signed to prevent the accidental outbreak of a new war, was agreed to by both nations in a Geneva accord last month. Soviet Communications Minister Nikolai Psurtsev said in an offi cial announcement that the tele printer link between Washington and Moscow would operate 24 hours a day. The land line, which will be supplemented by a radio - tele printer link, will be routed through Moscow, Helsinki, Stock holm, Copenhagen, London and! Washington. Messages from Washington to Moscow will be sent in English and messages from Moscow to Washington will be sent in Rus sian, Psurtsev said. The current research test vehi cle has sideboards and movable back and front flippers exetnding into the water which permits the hull to ride two or three feet above the water pushed up by the "captured" air. The jet engine is located above deck on the stern between to fins. Auxiliary power for docking and maneuvering in basin areas is provided by a conventional 110 horsepower marine engine. The test vehicle, known as the XR-I, was built under the direc tion of Walter Simmons, a project engineer at the Naval Air Engi neering Center at the Philadel phia Naval base. ' The XR-1, with a crew of four, made its first successful run on the Delaware River, adjacent to the naval base, on May 24 and further trials are being conducted.
