The. migrants are America's poorest people. There are about one million of tliem men, wom en and children who eke out a living by "following the crops." With everyone working, includ ing very young children, a mi grant family may earn zlwut $1,000 a year. Many migrants live in squalid shack towns. Tliey are subject to exploitation by crew leaders" who serve as brokers of their labor. Tlicir chil dren get little schooling and grow up illiterate, unable to break out of the migrant way of life. They have very high disease and death rates. They are not covered by any of the federal labor laws, they arc not repre sented by a union, and their o litical influence is nil. 1'nlled In Anneal Relieving their desperate alight has been a concern of America's major religious bodies for 40 years. It is one of the few pubiic issues on which Prot estants. Catholics and Jews have consistently spoken with one voice. In tiie conviction that tlie mi grants' problems con be solved only by federal legislation, the major faiths have joined forces what is referred to in wasn- ington usually with a patroniz ing . smile as "the church lobby." Year after year, tlie church lobby has charged forth inU) leg islative battle. Always until now. it has gone down In ignominious defeat at the hands of the large and powerful farm lobby. A few weeks ago. Ihe House ol Representatives took up a bill. backed by the big farm interests, to extend lor two years public law 78 (lie so-called "hracero law" under which Mexican farm workers are imported into this country tn fill tlie same kind of jobs that domestic migrants seek. Falls, Ore. National Council of Churches and tlie National Catholic Rural Life Conference sent letters to all members of Congress urging that Public Law 78 be allowed to ex pire on schedule at tlie end of the present year. They said the importation of braceros deprived domestic migrants of jobs, and drove down their already pitiable wages. To the titter amazement ol virtually everyone in Washington, the House rejected the two-year extension hill by a roll-call vote of 17-1 to 158. Aflcr the surprise vote, a prominent farm lobbyist stormed out of the Capitol and muttered to reporters: "Those damn do-gooders have put one over on us." H was the first clean-cul vic tory tlie church lobhv had ever won over the farm lobby, and it was a heady experience. Rut as Kr. .lames Vizzard of the Catho lic Rural Lile Conference cm phasized.
