SACRAMENTO UPI' - Gov Kdmiind G. Brown called upon the legislature today to move to ward rehabilitating the lour mil lion Californians who "live pre cariously on the margin of our economy." In a special message on social welfare, Brown told the lawmak ers: "We must complete the change in emphasis in our public assist ance programs from the cash dole philosophy which has ruled them since their beginning in the WHO'S. The chief executive also said the state must "seek out and cor rect the causes of poverty: lack of education, lack of training and lack of economic opportunity." As a third point, he said the state must make its social wel fare programs and the adminis. trillion of them "sounder fiscally, more effective and more effic ient." To do this, he suggested the. lawmakers: Amend state law lo make "re habilitation" a major objective of public assistance and give the state the right lo require this in local administration of the pro gram. Speed payment of aid in federally-assisted programs so they will be made as soon as need and apparent eligibility are established. Declare the administration of public welfare to he a matter of Uteuide concern. Adopt a single formula lo share costs of all federally-aided welfare programs between the state and counties. Change the function of the state social welfare board from a policy-making unit lo an advisory commission to "serve as the con science of the people of Califor nia." Extend the aid lo needy chil dren program to children of un employed parents "subject to strict safeguards to prevent chis eling and coupled with a program ol work relief, training and re habilitation." Widen the definition of dis ability in the aid to Ihe totally disabled program to cover per sons unemployable because of permanent disability. The governor said that with co operation of welfare officials, law enforcement agents and case workers Ihe slate can police its programs "without resorting' tn the unfortunate spectacles and un warranted intrusions involved in so-called 'mass raids.' " He asked the legislature to adopt a bill authored by Assemblyman Robert Crown, D-Alameda, prohib iting midnight raids on welfare recipients. "Dependency is an economic problem," Ihe governor said. "Un less we work vigorously and ef fectively In correct Ihe causes, we will fail in our efforts to re store people to dignity and self support. The governor said the Califor nia worker who lost his job in 19:iJ knew the reason because the economy was in a slump. "The California worker who loses his job in 13 has no such clear understanding of his person al mislortune," he said. "His fac tory is not shut down. It has never been doing better. The economy of his slate is not in a slump. It, too, has never been better." He called upon the legislators tn support his welfare program "as an assault on the roots of poverty, dependency and suffer-i uig in our state. Other action in the legislature: Teachers The Senate Govern- mental Administration Committee discovered from a cross-section poll of California teachers that none received much help from counselors and various other ad ministrators on Iheir staffs. Teach ers said most of their aid came from fellow instructors. Automation The Assembly In trial Relations Committee ap proved a bill giving permanent status to Governor Brown's com mittee on automation and tech-1 nological developments. A similar measure was defeated in the 1962 legislature. Civil Rights On a straight party line vote, the Democratic-controlled Assembly Governmental Efficiency and Economy Commit tee approved a bill to permit revo cation or suspension of state li censes held by persons who prac tice discrimination. Many Holidays Upset Worker SALEM (UPI) - Sen. Donald. Husband, R-Eugene, got a sur prising letter from a state em ploye today. The employe complained there were so many holidays in February "I feel like I am steal ing from the state." The employe suggested Lincoln's Birthday be eliminated as a holiday, and at a later date Waslu'ngton's birthday also b a eliminated as a holiday. "There are so many holidays in February, which is short any way, I can't get my work done," the employe complained. Coal dust has been used to open ice-locked harbors.
