In Salem, the house committee ni me uregon legislature gives! the tmal coup de grate to the proposed LIBERTY amendment to the federal constitution. The committee voted i probably a little sadly) to lay on the table the motion that Oregon endorse this amendment that proposes repeal of the federal income tax. Why the sadness if am ? It's like this: It's a pity the grim possibilities of the federal income tax weren't fully realized when the constitu lional amendment permitting it was adopted. By raising an im mense amount of money, the fed eral income tax made possible the SPENDING of an immense amount of money. Thus it en couraged reckless spending as a national bad habit. The bad habit grew as all bad habits do. In time, we not only spent all the money we could lay hands on even by means of income taxation but began to spend MORE THAN WE TOOK IN and started putting the dif ference on the cuff. But we can't get along without it now. The spending habit is like the drug habit once ac quired, only death can cure it. If we're going to SPEND, we're going to have to TAX. If this Liberty amendment were adopt ed, thus putting the kibosh on the income lax, it is morally certain that an even worse tax would have to be devised to raise the money that would be needed to support the extravagance to vrhich we have become accustomed If our SPENDING were reason able, the income tax would be a reasonable way to raise the mon ey needed to support government. In this symposium of the news of today, let's jump now in Washington, where the superin tendent of schools has asked the District of Columbia Board of Ed ucation for permission to PAD DLE young trouble makers in the public schools of the nation's capital if they refuse to behave themselves. He added: "Teachers generally do not want to paddle kids, but it is clear lhat the present immunity from physical punishment encour ages insolence . on the part of some children." The committee voted to change the student-teacher ratio from the present lfi.1 to 1 to 17 to 1. The cutback would provide 34-i new teaching positions for higher education 99 fewer than re quested by the governor, and 19fi fewer than asked by the Board of Higher Education. Rep. John Mosser, li-Portiand. proposed the cutback. The com mittee rejected an alternate mo tion by Sen. Alfred Corbett, D Portland, for a 16.5 fo 1 ratio. Frosh Tut Eyed A move to restrict freshman out- of-state enrollments to 10 per cent of the freshman class total was proposed by Rep. Stafford Han sel!, R-Hcrmiston. He termed the proposal "a budget device" ! allow higher education to begin cutting down on undergraduate out-of-state stu dents, thus leaving more room for Oregon students. No action was taken on Hansell's suggestion. Mosser asked committee mem bers to consider the advisability of raising out-of-state tuition fees. and encouraging out of state en rollment. F.riuratiim Said Business It was Mosser's contention that education is a business, and that if out-of-state students paid their own way. Oregon s higher educa tion system would expand and produce more education and eco nomic exmvth. Hansen said the committee would have to adopt either the Mosser or Hansell view "policy decision" before planning new classroom atto nnrmitorv needs.
